The prisoners' vaccination campaign will begin tomorrow, with the end of the prison staff's vaccination, the Prison Service said today (Sunday).

As part of the operation, a small pilot of the vaccinations was carried out today for about 20 prisoners in the Shikma prison, in preparation for the official start of the operation tomorrow.

The start of the inmates 'vaccination comes against the background of the Defense Minister Amir Ohana's opposition to the inmates' vaccination, contrary to the decision of the professionals in the Ministry of Health.

Ohana conditioned the inmates 'vaccination on completing the IPS staff's vaccinations first.

Physicians for Human Rights and the Association for Civil Rights, who petitioned the High Court against Ohana's decision, said in response to the inmates' vaccination that "In general, more than two million people have been vaccinated in Israel, while prisoners have not been vaccinated to date, and at the same time the number of prisoners diagnosed with corona is the highest since the outbreak of the epidemic, they are a certificate of poverty for the country."

The organization further stated that "the state has failed in its duty to maintain the health of the people it holds in prisons, and has endangered their health and lives by not taking immediate action against the whim of the Minister of Internal Security, who lacks a professional, ethical and moral basis."

In a petition filed by the Association for Civil Rights, Physicians for Human Rights, Adalah, HaMoked and Rabbis for Human Rights through attorneys Tamir Blank van Soccio, the organizations demand that the IPS order the entire population of prisoners to be vaccinated according to the Ministry of Health. Ohana's decision provoked criticism from Attorney General Avichai Mandelblit and Deputy Director General of the Ministry of Health Prof. Itamar Grotto, and led to a confrontation between the ombudsman and Ohana.

Mandelblit informed Ohana that his decision to prevent vaccines against Corona from inmates and detainees entitled to be vaccinated is illegal.

In a letter sent to the minister, Mandelblit wrote that his directive "is unacceptable to the government ministry entrusted with setting priorities in the administration of vaccines, was given without authority and is tainted with marked illegality. The ombudsman states that the IPS must vaccinate the prisoner population without delay Determined by the competent health authorities. "

One week ago, the Deputy Attorney General for Criminal Affairs, Adv. Amit Merri, informed Ohana that his decision not to vaccinate detainees and prisoners "was given without authority, and therefore could not stand." The minister replied that he would not back down from the directive, stressing that the responsibility lies Under his jurisdiction.

This coming Tuesday, the High Court was expected to hear petitions filed against Ohana's decision.

Five human rights organizations have petitioned against her, joined by the Bar Association.

The petition was filed after Ohana insisted on refusing to vaccinate prisoners in parallel with the staff members of the Prison Service (IPS), but only after them, although the ombudsman's office clarified that the decision was not valid.
