Mayor Ronen Marley was forced to declare today (Sunday) that "Nahariya is besieged again," along with reports of widespread flooding in the northern city center, which is crossed by the Ga'aton River.

"The creek overflowed in an extreme way," Marley reported, "unfortunately we are returning to events we are familiar with."

His remarks were aimed at the January 2020 flood, during which 38-year-old Motti Ben Shabbat perished.

"I would expect the prime minister to come and help us," Marley said at the time.

Prime Minister Benjamin Netanyahu did arrive in the city, announcing the allocation of NIS 30 million for the rehabilitation and upgrading of infrastructure there, with the Prime Minister's Office promising that "the government will decide on advancing and completing planning procedures for the drainage plan, to establish flood regulation sites upstream." .

The prime minister also promised that "the government will instruct the establishment of a steering committee, which will help remove the barriers to the plan and ensure its completion on time."

But the plans were not completed on time, not even after the explicit promises on the subject.

The city is experiencing a second extreme flood event this winter today, following the previous flood that hit the city on November 26th.

Today, the police were forced to close Road 4 from the Shomrat junction to the north, as well as all entrances to the city.

"I would expect the prime minister to come and help us"

Nahariya Mayor Ronen Marley

Nahariya police are diverting traffic to alternate routes, firefighters are helping citizens cross roads in the Gaaton Boulevard area and the municipality said that due to the rains, several streets in the city center have been closed to traffic: Gaaton Boulevard in the section between Weizmann and Sokolov;

Sokolov Street in the section between David Elazar and Rachel Maskit;

Sprintzak Street from the square east to Nesher Street, and Weizmann Street in the section between the Founders Junction and the Szold Junction.

"The residents of Nahariya are drowning in the promises of the mayor and the prime minister," she told Walla!

NEWS Nahariya City Council member Orna Starkman.

"We have heard endless promises from the mayor and the prime minister, but the results are the same. The city is flooded for the third time this year, the residents of Nahariya are tired of hearing stories and they are asking for action," she added.

"Am I turning to the prime minister who will turn over budgets today, or has he decided to give up Nahariya?" Starkman wondered.

"The small businesses barely recovered from the flood the previous year, and even though they were promised more flood compensation a year ago they got nothing. So the corona hit us and now floods again."

"The phenomenon is repeated in various places in the country."

"Floods cost hundreds of millions of lives and damage millions"

"The floods cost human lives and hundreds of millions in property damage," say Adam Teva VeDin. "The Ga'aton River was diverted to development and construction, without sufficient consideration of the risk of flooding and caused rainwater shortages."

According to the association, "the phenomenon is repeated in various places in the country, especially when it comes to heavy rain that falls in a short period of time. This is a phenomenon that will be seen more and more in the coming years with the worsening of the climate crisis."

The recurrence of these events is an embarrassment to all involved.

The fear of the tide is not new, and the mayor is currently leading a project to upgrade the Ga'aton Avenue along it.

He announced just last week that "the main street of Nahariya - the capital of the Galilee, has suffered from neglect for years and is now embarking on a new path, restoring what is considered one of the city's distinctive symbols."

He said that millions of shekels would be invested in the project, and that he would put a new face on the street.

As part of the project, among other things, the coastal area will be restored, and infrastructure along the street will be taken care of.

But the projects that are supposed to enable a safe routine of life on Hagaaton Boulevard in particular and in Nahariya in general, even on rainy winter days, are far from achieving their goal.

Mayor Marley assured residents last month that "this year we will try to eradicate the flooding phenomenon in Nahariya."

He explained that "after years of long and continuous suffering and, unfortunately, also a sacrifice in the soul, we want to bring healing to the problem areas and to Nahariya in particular."

"We have heard endless promises."

He said the municipality has teamed up with government officials and many other partners to "get started on an agile, efficient and effective project with as little disruption to normal life as possible in the areas bordering the project, which is located in the north of the city."

The municipality said that Marley "took over the management of the project personally, he is the one who pushed, initiated and promoted the project that is being launched these days right now."

One resident quoted by the municipality said that "when you start seeing bulldozers, you understand that these are not talk but actions. We will suffer some noise, some mud but not anxiety that we will get up one night with a flooded house."

Drainage Authority: We will soon complete two projects for the absorption of rainwater

In addition to the municipality's project, last Tuesday the Drainage Authority in the Western Galilee announced that it was currently completing two significant rainwater absorption projects, and Orly Gavishi Soto, the authority's director general, said that "these are large and significant projects that will significantly reduce the risk of flooding in Nahariya."

The first and most significant project is a runoff conservation project in Nahal Hagaaton in the section of the Yehiam quarry. The rainwater and regulated the amounts of water flowing in the Ga'aton River.

The first phase of the project has been completed and already in the coming rains the reservoir will function and reduce the amount of water flowing in the Ga'aton River, which should reduce the chance of flooding in Nahariya, which the river crosses on its way to the sea.

We are now planning to continue the collection project to fully protect the city from floods.

"Upon completion of the works, a significant response to flooding will be provided."

The second project, which according to the drainage authority was supposed to be completed as early as last week, is the project of establishing regulation reservoirs in Nahal Saar, where the drainage authority joined hands with the Nahariya municipality, and two regulating reservoirs were established jointly.

The first reservoir is near Nahariya Hospital, and it can absorb about 85,000 cubic meters of water, and the second reservoir is located near Highway 4 and will absorb another 19,000 cubic meters.

"In total, the three reservoirs will absorb over 400,000 cubic meters of water, and prevent them from reaching Nahariya," they promised. In

the Nahal Sa'ar canal, it seems that work is continuing to divert rainwater. Anton Patrick, acting engineer of the Western Galilee Drainage Authority, announced last week "The creation of two regulating reservoirs in the Saar canal has been completed," he promised, adding that "by Wednesday, all the complementary work should be completed, thus providing a significant solution to reducing flooding in the streets near the city's drainage carrier."

Meanwhile, the city is flooded today as in the past.

"Three reservoirs have been completed and two more in the planning, it is much better than it would have been if there had not been the reservoirs," said a senior source in the drainage authority.

"Building a reservoir is an infrastructure, not an old one."

Also in Haifa: due to the rains, the sewage is flooded and flows to Kishon

Also south of there, in Haifa, the familiar phenomenon of sewage overflowing from Haifa's main collection line to Nahal Saadia, and from there to Nahal Kishon, returns as every year.

The Kishon River Authority said that due to the heavy rainfall in the last day, "the municipal sewer system was flooded due to the entry of rainwater that caused congestion on Haifa's collection sewer line, and as a result the sewer slid into Nahal Saadia and from there to Kishon."

The Kishon River Authority stated that these were recurring incidents, due to the incompatibility of the infrastructure system in the area.

"We hope that the expansion of the entrance lines to the Haifa Sewage Treatment Plant will provide an appropriate response to the frequent rain events," the river authority said.

We further noted that "the pollution harms the kishon restoration efforts achieved over the years, and any such contamination event takes us back years. The sewage pollutes the creek water, harming the flora and fauna and enjoyment of the creek users."

"The sea can not be the source of municipal sewage."

The Western Galilee Drainage Authority stated that "following the rains, there is a fear of spotty flooding in the Western Galilee."

The authority noted that in emergency operations carried out in the last two months, three reservoirs amounting to over 400,000 cubic meters of water have been used, and two more reservoirs are currently being planned (Aseret Dam and Evron Reservoir), which "are supposed to provide a full response to surface runoff."

The authority said it is working in full cooperation with local authorities and emergency services.

"According to experts, after the completion of the entire project, the problem of the surface runoff in the area will be eliminated," the drainage authority added.

"Fear of spotty flooding."

"The public pays the price of irresponsibility"

Maya Jacobs, CEO of Zalul, said that “the mayors along the beaches are surprised anew by the onset of winter and the rains.

What is not surprising is that the public is paying the price of irresponsibility in treating excess discharges of municipal wastewater into the sea. "She added that" the failure to discharge sewage into the sea must be stopped while adopting a nationwide action plan to properly dispose of these effluents.

" Of the municipalities and have the direct responsibility in protecting public health and the marine environment, "Jacobs added." It is not possible for an entire country to be caught in a construction panic and there is no reference to where the effluent from the accelerated construction goes.

The municipalities charge high property taxes to every resident, and in this way they are obligated to protect public health and protect the beaches. "The

Haifa municipality referred to the Carmel Water Company, which responded that" all Carmel water wastewater treatment systems work as normal.

Due to the amounts of rain, there is a problem with the capacity of the sewage in the Haifa sewage treatment plant, since the sewage is not absorbed there, and they have nowhere to flow, they return to the line and a leak is created. "

In Carmel Water, they added that "although the problem is not related to us, we have updated all those involved on the matter."
