The budget has a total volume of around 23.8 million euros.

The administrative budget adds up to 13.8 million euros, the asset budget to ten million.

A loan of around five million euros is necessary, but it is to be partially refinanced through property sales.

The municipal council approved the budget unanimously.

Savings

Because the legally prescribed minimum allocation was not achieved in the first draft, treasurer Sandra Steinkirchner scoured the budget for savings potential and “realistic increases in the income”.

She has cut spending in the budget units by two percent, which can be freely calculated or not budgeted.

Fire brigade, water and sewage as well as the cemetery were therefore excluded from the deletion.

On the other hand, the finance department has found what it is looking for, among other things, with personnel costs.

Since the actual wage increase is only 1.4 percent and will not take effect until April 2021, the two percent cut is justifiable, Steinkirchner said at the meeting on Tuesday.

The treasurer now plans to spend a total of just under 3.2 million euros on wages and salaries.

Allowance for employees

The fact that the rate has nonetheless increased compared to the previous year is also due to the allowance decided by the municipal council for employees and the hiring of an employee for IT.

After the district levy, personnel costs are the largest expenditure item in the administrative budget.

The administration expects to have to pay just under 3.25 million euros to the district with an anticipated contribution rate of 50.5 percent.

More business tax

On the revenue side, Steinkirchner has corrected the income tax by 400,000 euros compared to 2020.

In contrast, the trade tax rate increased.

"The rate was increased due to the expected result in the budget year 2020", it says in the preliminary report.

The allocation to the asset budget is just under EUR 743,000 and only marginally exceeds the mandatory allocation.

It must cover the loan acquisition costs and the ordinary repayment.

Overall, the allocation only accounts for just under eight percent of the financing of the asset budget.

Five million credit

More than 50 percent of the investment budget is financed from loans: the administration expects to have to borrow 5.16 million euros if all planned measures are implemented.

Part of the loan is to be refinanced promptly through the sale of land.

Specifically, the market in Isen in the area of ​​Südliche Haager Strasse is expecting income from sold building plots in the amount of 1.13 million euros, in Mittbach Süd with 429,000 euros and in Steinlandstrasse II with 290,000 euros.

Around 530,000 euros in federal and state subsidies are flowing into the municipal coffers for broadband expansion.

The municipality earns a good one million euros through the school expenditure for the middle school.

Biggest investment

The largest expenditure items are the costs of the fire station in Mittbach (two million euros) and the school renovation, which will cost around 1.5 million euros for middle school and 1.17 million euros for elementary school in 2021.

The red pencil was also applied to road maintenance.

The budget includes road construction on ED 20 and the construction of the sidewalk on ED 20 in Mittbach for 200,000 euros, upgrading General-Moreau Strasse for 10,000 euros and road construction in the building area for 575,000 euros.

The municipality is spending around 1.56 million euros on loan repayments, and 207,000 euros will be added to the reserve.

The debt level will be 14.3 million euros at the end of the year.

For the year 2026, the tax authorities forecast a debt level of 15.4 million euros.

Lifting rates stable

Isen does not see any possibility of bringing money into the till by increasing the tax rates.

"I cannot recommend an increase," said Chamberlain Steinkirchner.

At 360%, these are already relatively high.
