Separatism law: controversy around the amendments rebutted in the Assembly

2021-01-18T20:19:56.931Z

Of the 1878 amendments tabled to this text, 286 were declared inadmissible. The opposition denounces a denial of democracy.

“It is a denial of democracy as we have rarely seen in the National Assembly!

Damien Abad, patron of the Republican deputies, fulminates.

He and his colleagues called a press conference on Monday at 4.30 p.m., to alert people to a debate that they considered "concealed", as the examination of the bill on separatism is about to begin.

A highly sensitive text, marker of the end of the five-year term for Emmanuel Macron, but also the subject of divisions within the majority.

The reason for the LR's anger?

The unjustified retocking, according to them, of a very large number of amendments tabled by deputies of all stripes.

On the left too, it rumbles.

The rebellious deputy Alexis Corbière castigates an “authoritarian method” and denounces a “censorship”.

"Out of 1878 amendments tabled, 286 were declared inadmissible under Article 45

(Editor's note: which makes it possible to rule out any amendment which has no connection with the text)

", answers the president of the Special Commission, François de Rugy, in a press release, judging this "classic proportion for important texts".

On the executive side, we assume the will to contain the discussions within the framework of the text.

Also assumed, in the Assembly, a "strict" application of Article 45.

“There had been, as often, great creativity.

It is better that it is the special commission which censors the devices, that the Constitutional Council which comes to recall what it is a legislative rider ”, judge in echo Sacha Houlié, rapporteur (LREM) of the text.

Thus have we seen amendments circulating on the abolition of titles of nobility, or inclusive writing ...

"In this text, we do not redo all the laws"

"Amendments are rejected even though they concern secularism and the very heart of the project", annoys Damien Abad, whose group has submitted 626 of them alone.

Particularly targeted by the right, which does not hesitate to support where it hurts, the rebutted amendments of Aurore Bergé on the ban on the veil of granddaughters, which the executive had firmly opposed.

"They do not want to face the reality of their divisions," we joke on the right.

“In this text, we do not redo all the laws: we do not go back to the 2004 law on the prohibition of ostentatious signs at school, it is not a law on immigration, security or child protection ”, justifies Rugy.

Concerning the public service, the amendment by LREM deputy François Cormier-Bouligeon, proposing to extend neutrality to occasional public service employees, including those accompanying school trips, will be examined.

A debate that the executive did not want to open.

And which also promises to be lively.
