Former Assistant Director of Transport Kwan Cuilan resigns to KMB, questioning poor perception

KMB confirmed that the former Assistant Director of Transport (Bus and Railway) Kwan Cuilan, who has been following up on bus affairs in the Transport Department, joined KMB earlier this month as the Deputy Director of Transport (Bus).

According to KMB, Kwan Cuilan joined KMB on January 4 this year as the Deputy Director (Bus Service), responsible for bus planning, allocation and operation.

KMB believes that Guan has extensive knowledge and experience in the transportation industry and believes it can further strengthen the company's operations and management.

Guan Cuilan's status has changed from a supervisor to an operator. Some members of the Legislative Council criticized that even if civil servants re-employed in accordance with the procedures for resignation, the incident constitutes a bad impression on the public and believes that the government needs to review the system for civil servants to be hired after they leave.

The Civil Service Bureau and Transport Department have not yet responded.

When Kwan Cuilan was the Assistant Director (Bus and Railway) of the Transport Department, the Transport Department revised the "Guidelines on Working Breaks and Meal Breaks for Bus Captains", saying that it is easier for bus companies to hire drivers and retain talents after the revision.

Kwan Cuilan has been holding a bus related position in the Transport Department. She was the Principal Transport Officer (Bus and Railway) of the Transport Department and was later promoted to Assistant Director (Bus and Railway).

Guan Chang has been responsible for managing franchised buses, including participating in the reorganization of bus routes in various districts.

Legislative Councillor Chen Heng-pin believes that Guan Cuilan's job at the KMB did not violate any current post-employment arrangements for civil servants, and the procedures were followed. However, the perception is that "the supervisor becomes an operator".

He believes that the public may question whether there will be "problematic problems" with what Guan said when he was in office. He believes that the government needs to review the system of post-employment employment of civil servants.

During Kwan's tenure as Assistant Director, serious bus accidents occurred during his tenure, including the Sham Shui Po pavement shoveled by Citybus in 2017 and the KMB overturning accident on Tai Po Highway in 2018.

After the Citybus accident in 2017, there were calls for a review of the working hours of bus captains. The then Assistant Commissioner Guan Cuilan pointed out in an interview that the guidelines would be reviewed as soon as possible. Later, the Transport Department revised the "Work Break and Meal Time for Bus Captains" Guidelines" and instructs the bus companies to improve their salaries and benefits.

Kwan Tsuilan’s current post of Deputy Director of Traffic Affairs of the KMB was originally filled by Peng Shuxiong, a retired Senior Superintendent of the Traffic Management and Prosecution Division of the Police Force. Peng resigned in March last year and left his post in May.

KMB has hired former government officials in the past. The former "Brother One" Tseng Weixiong has served as independent non-executive director of KMB's parent company, Transport International, since 2018. During the Occupy Movement in 2014, he was jokingly called "Fourth" for hosting the police press conference today. Xu Zhende, the former Assistant Commissioner of Police (Information Systems) of "Xi sir at O'clock", is now the Chief Executive Officer of ZTE International.

In March last year, KMB's deputy traffic director and former superintendent Peng Shuxiong resigned to the management.
