The government started to study the construction of a monorail in Kowloon East in 2007. However, after more than 10 years of research, it was announced in the Policy Address last year that it had decided to cancel it due to high construction and operating costs, and to adopt a "diversified combination" as the regional transportation support.

The latest document submitted by the Civil Engineering and Development Department to the Legislative Council revealed the details of the traffic plan in the area. The new plan includes the construction of at least 3 sections of automated pedestrian systems, including the construction of a 1.3-kilometer-long elevated automated pedestrian crossing from Kowloon Bay to Kwun Tong along Wai Yip Street. Humanitarian will also provide 6 electric bus and electric minibus routes covering the monorail services mentioned in the past.

The study proposes the construction of three footbridges to connect the Kowloon Bay, Kwun Tong and Kai Tak cruise terminals.

After the Kai Tak elevated monorail was put on hold, the traffic in the area was changed to five types of connections.

The authorities’ recommendations include the development of a moving walkway network in the area. According to the new plan, three elevated footpaths will be built to connect Kai Tak, the Kowloon Bay Action Area and the Kwun Tong Ferry Area.

The longest section of elevated walkway is 1.3 kilometers long and is built along Wai Yip Street to connect Kowloon Bay and Kwun Tong Pier. In addition to the automatic pedestrian conveyor belt, the moving walkway will also reserve space to connect buildings on both sides of Wai Yip Street.

The Land Development Department also pointed out that it is considering adding a sky garden to the sidewalk and plans to conduct detailed technical studies this year.

According to the plan, the authorities also propose to build a 600-meter-long pedestrian and bicycle shared flyover across the Kwun Tong Typhoon Shelter, so that the public can go directly from the Kwun Tong Promenade to the Kai Tak Cruise Terminal along the flyover.

However, the construction of the flyover will be regulated by the "Harbour Protection Ordinance" and the public needs to be consulted.

As for the Changyi Road to Wai Yip Street in Kowloon Bay, a moving walkway of about 230 meters will also be constructed to enhance the connection between the Kowloon Bay MTR station and the Kowloon Bay Action Area.

There will be six bus and minibus lines in Kowloon East, and electric vehicles will be gradually adopted this year.

In order to fill the transportation service gap due to the decision to shelve the construction of the monorail, the authorities also propose to add 4 green buses and 2 green minibus routes to and from Kai Tak and Kowloon Bay, as well as connections to Yau Tong and Sau Mau Ping. The Land Development Department also pointed out that starting from this year, electric vehicles will be gradually introduced for the above routes, and smart public transport interchanges will be set up in Kwun Tong, Kowloon Bay and Kai Tak to provide charging facilities.
