Designated U.S. Secretary of State Anthony Blinken appeared last night (Tuesday) for a hearing before the U.S. Senate Foreign Relations Committee.

Veteran Republican Sen. Lindsay Graham began to shower questions on him.

“Do you think Iran is the world’s largest sponsor of terrorism?” Graham asked.

"Yes," replied Linken.

Graham moved on to the next question: "Do you think Israel is a racist country?", He asked.

"No," replied Linken.



From that moment on Graham seemed relaxed and calm.

A few minutes later he said he intended to vote for Blinken's appointment as the United States' No. 1 diplomat.

Senior Israeli government officials and their leaders, who are currently experiencing the symptoms of drug addicts in rehab, after the pampering four years with outgoing US President Donald Trump, have also been able to calm the anxiety that has surrounded them in recent weeks.

Blinken yesterday presented a different policy from that pursued by the Trump administration in the Middle East, but realistic and not extreme.

At this point it seems that the main thing Biden and his people want to do is reassure and go back to the days when both parties in the United States agreed on most foreign policy issues.



The main point at which Linken tried to reassure was Iran.

Attempts to calm down are aimed not only at Republicans, but also at Israel and the Gulf states, who in recent weeks have told anyone who was willing to hear that Biden should not run back into an agreement with Iran and that he should consult with them beforehand.



Blinkan provided a response to both of these requests.

The first point on his message page yesterday was that "there is still a long way to go" until a return to the nuclear deal with Iran.

The second point was that before any decision the Biden administration would consult with its allies in the Middle East.

Blinkan, on the other hand, made it clear that we are no longer in Trumpland.

The administration's face diplomacy with Iran in order to reach a new agreement.

He clarified that Trump's withdrawal from the agreement, although it pleased Prime Minister Benjamin Netanyahu and the rulers of Saudi Arabia and the United Arab Emirates, did not remove Iran from the nucleus, but quite the opposite.

While under the nuclear deal Iran needed a year to reach an atomic bomb, after the withdrawal from the agreement Iran needed only 3-4 months.



It is not certain that Blinken's words will reassure Netanyahu and his people.

The main candidate to become the US envoy to Iran is Rob Mali, who was Obama's adviser to the Middle East during the nuclear deal with Iran.

If he is appointed, he will be the one to lead the negotiations on behalf of the United States. Mali has good relations with the Iranians and cool relations with Netanyahu and his people.



On the other hand, the one who will hold the Middle East portfolio in the White House is Brett McGrack, who has close and good ties with the Israeli political establishment. McGrack is an expert on Syria and Iraq and will mainly deal with halting Iranian activity in the region.

Returning to a second round is not an unlikely scenario.

In recent weeks, there have been separate discussions in Israel on the subject at the National Security Headquarters of the Prime Minister's Office, the Ministry of Defense and the Army and the Ministry of Foreign Affairs.

At this stage, no discussions have yet taken place of all the relevant government ministries or of Netanyahu, Defense Minister Bnei Gantz and Foreign Minister Gabi Ashkenazi.

It seems that the political tension at the top will not help formulate a uniform and clear Israeli policy regarding the dialogue with Biden on the Iranian issue.

Optimism on the Palestinian issue

On the Palestinian issue, Blinkan presented a very realistic approach.

He said the administration would return to supporting a two-state solution, but the chances of making significant progress in the short term are very small.

At least in the meantime the administration will focus on improving the situation on the ground and building trust, rather than achieving a permanent settlement.



On several points, Blinken made it clear that the Biden administration would continue Trump's policy - he would not back down from recognizing Jerusalem as the capital of Israel and would leave the US embassy in Jerusalem.

Blinkan also stressed that Biden would want to continue to advance the Abrahamic agreements for normalization between Israel and the Arab world.



Biden and Linken are not expected to appoint a special envoy for the peace process.

The Israeli-Palestinian portfolio will be assisted by the Foreign Minister for Middle East Affairs.

The position is being run by Dan Shapiro, who was the United States Ambassador to Israel, and Michael Ratney, who was the American Consul General in Jerusalem.

The situation in which Shapiro returns for a second round as ambassador to Israel is not an unreasonable scenario either.

Four women will hold key positions for Israel in the Biden administration. Former United States Ambassador to Abu Dhabi Barbara Leaf will be the Senior Middle East Director of the White House National Security Council. Julie Sawyer, who will work under her, will be in charge of the Israeli-Palestinian case. Sawyer has been well known in Israel since the time she served as the personal assistant of the American envoy Martin Indyk in the years 2014-2013.



Two other important players will be Dana Stroll, who will be in charge of the Middle East in the Ministry of Defense, and Mira Reznik, who will be in charge of security cooperation with Israel in the US State Department. They are also well known in Israel and have good relations with Foreign Ministry and Ministry of Defense personnel.



In contrast to the Trump administration in which relations between Israel and the United States were conducted through a very small group of senior officials in the White House and the Prime Minister's Office, and the instructions went down from top to bottom with almost no government involvement in both countries, the Biden administration is more orderly and traditional. Netanyahu and his people will not have a direct and unlimited channel for the president and the importance of ties at the working levels will become critical to the relationship between the countries.
