The Ministry of Social Affairs and Labor announced new conditions related to employment, volunteering, project contracts, membership of boards of directors in civil societies and institutions, with the aim of controlling their work, reducing conflicts of interest therein, and ensuring the necessary transparency to govern the work of the private sector.
According to a ministry circular, which SANA obtained a copy of, it is not permissible for private associations and institutions to hire or accept volunteer human cadres in higher management positions (executive directors - financial managers - project managers) with more than one association or institution at the same time.
The Ministry of Affairs prevented granting approval to contract for the benefit of the association or institution or one of its projects with relatives and relatives of board members or trustees up to the fourth degree, regardless of the type of contract, for example but not limited to (employment contracts, volunteering, leasing, renting, selling, buying, supplying or A pledge) The societies and institutions were given a period until the 30th of next June to disengage from any contracts or obligations in violation of the circular or for the end of that contractual relationship, whichever is earlier.
With regard to membership in the boards of directors of associations, it was prohibited to have more than one member from one family in the composition of the board of directors in order to avoid converting NGOs into family associations. Not to occupy the two relatives who are on the board together with the positions that allow them to move bank accounts (Chairman of the Board of Directors - Vice Chairman of the Board of Directors - Treasurer).
Associations and institutions are obligated to circulate during the next board elections, whether in 2021 or 2022.
