According to the public housing construction plan submitted by the Transport and Housing Bureau at the end of last year, a total of 101,300 units will be built in the next five years, including 70,500 public housing units and 30,800 subsidized sale units.

Legislative Council member Ko Chuangsheng put forward a written question, saying that the estimated completion dates of 11 public housing projects have been delayed by one year. The Director of the Bureau of Transportation and Housing Chen Fan pointed out that 9 of these projects are affected by the epidemic, and 6 projects will be in progress It will be completed one after another from 2021 to 2025.

The public housing development project at Site No. 1 (East) in the Northwest Kowloon Reclamation Area was suspended due to the settlement of underground cooling water pipes near the MTR Cheung Sha Wan Station.

The Housing Department's engineering team and contractors are still working on a solution, which is expected to be completed in 2024-25, which is later than expected in 2023-24.

Nine public housing projects have delayed their completion dates due to the epidemic.

In reply to Members’ questions, Chen Fan pointed out that of the 11 delayed public housing projects, 5 of them could be completed in 2020-21, including the completed Phase 1 of Site 6, Fat Cheung Street West and Tseung Kwan O The first phase of 65C2 area, and the seventh and eighth phases of Baitian.

As for the third phase of Queen's Hill and the first phase of Diamond Hill, they are expected to be completed in 2021-22; the second phase of Diamond Hill and the tenth phase of Pak Tin are expected to be completed in 2023-24.

Public housing in Hang Fu Street in Area 16, Tuen Mun and Site No. 1 (East) in Northwest Kowloon Reclamation will have to be postponed until 2024-25.

Among the 11 projects, most of the projects responded to the epidemic, which hindered the supply of construction materials and labor and affected the construction progress of contractors.

For the Hang Fu Street Project in Area 16, Tuen Mun, the completion of the project has to be delayed due to additional land purification works.

According to the authorities, the land purification project will be carried out during the contract period for the foundation works and has already started in 2020.

Subsidence of an underground water pipe near the MTR Cheung Sha Wan Station has necessitated suspension of construction on the nearby Housing Authority site.

As for the public housing development project at Site No. 1 (East) in the Northwest Kowloon Reclamation Area, the site next to the Cheung Sha Wan Vegetable Wholesale Market of the Vegetable Management Office.

Earlier, due to the settlement of the underground cooling water pipes of the air-conditioning system near the MTR Changshawan Station, the monitoring point recorded a settlement of 20.3 mm, slightly exceeding the stoppage target of 20 mm, and the foundation works must be suspended.

According to the authorities, the Housing Department's engineering team and contractors are still studying solutions.

Chen Fan continued to point out that the public housing development project at San Kwai Street and Tai Wo Hau Road is located in the draft Kwai Chung outline zoning plan, which is currently subject to judicial review.

As the judicial process has not been completed and the draft has not been submitted to the Chief Executive in Council for approval, the government has still not been able to grant the relevant land to the Housing Authority for development.

The Housing Authority predicts that the two projects in Kwai Chung will be completed in 2025-26 or later, and therefore are not included in the 5-year housing construction plan announced in 2020.

The Housing Authority will continue to monitor the progress of the project to ensure that the project is completed as soon as possible.
