In a letter addressed to the Ministry of Transport and dated January 14, Valérie Pécresse, president of Ile-de-France Mobilités (IDFM), shares her observations on the draft decree relating to the “territorialized social framework”.

A text that defines the working conditions of bus drivers in Paris and in the inner suburbs, which companies must at least respect when the RATP lines are open to competition.

And for Valérie Pécresse, this CST project does not go far enough on the extension of working hours.

“IDFM has not obtained confirmation that the provisions of the decree will allow effective compliance with the legal working time, ie 1607 hours per year, evening 35 hours per week, we can read.

The letter details: “The decree imposes an average working time of 7h30 per day worked.

However, article 9 finally limits to 7.20 am […].

This same article only increases the maximum service times from 15 to 20 minutes compared to current practices, which seems inconsistent with the 52 minutes mentioned above […] article 10 strongly constrains the flexibility offered in the organization. work, especially Saturdays and Sundays, which is a barrier to adapting the service to meet needs as closely as possible ”.

In the entourage of Valérie Pécresse, we immediately hear demining the subject.

We are assured that this is not "an extension of working time", but to offer the possibility to companies to "make agreements on a case-by-case basis, like working more to earn more.

And this draft government decree will not allow it.

It is a false opening to competition, based on the current working conditions at RATP.

In other words, at the head of IDFM, we fear that serious candidates for the takeover of bus lines, throw in the towel in the face of too many constraints.

And that it is necessary to continue with the current operators, without bringing into play competition.

But this letter is likely to make the RATP agents jump, already unhappy.

On December 17, the unions launched a strike movement, arguing that CST conditions were already too restrictive.
