of the document presented Thursday by the Minister of the Armed Forces Florence Parly.

"The pandemic has represented a major upheaval for societies and economies, deepening the divisions and the balance of power, causing new tensions on resources and above all catalyzing threats"

The tone is alarmist.

The economic crisis also raises fears of a narrowing of ambitions in the field of defense, like the European defense fund endowed with only 7 billion euros in the multiannual financial framework of the EU, below French expectations.
