The savings plan

One wants to achieve this with several measures.

Considerable efforts were made to cut material and services, other expenses and personnel costs.

The latter - traditionally the largest expenditure item in the budget - is achieved on the one hand by the fact that vacant positions are filled again with a delay.

In addition, the employees of the event forum - with the exception of plant manager Norbert Leinweber -, the adult education center, the museum and the library are on short-time work.

So one reckons with 25.7 million euros.

The fact that the district levy is 47.4 points lower than feared also has a positive effect.

The city also receives key assignments.

Ultimately, there remains a deficit of 2.4 million euros.

To compensate for this, money is taken from the earnings reserve - i.e. money that was left over in previous years because projects were not implemented.

"We are still living on the good results of previous years," said chamberlain Susanne Moroff.

"It is a feat of strength, but an elegant solution," added finance officer Klaus Wollenberg (FDP).

“Of course you can't do that often.” Moroff also expects a deficit in the earnings budget for 2022 due to the corona.

"It should be back to normal from 2023."

Tax puzzles

The biggest unknown in the budget is still taxes.

Above all, trade tax collapsed last year.

Moroff reported that there was compensation from the federal government and the Free State.

But this year it is no longer to be expected.

Nevertheless, she set the trade tax “sporty”, as she put it, at 15 million euros.

At the request of Philipp Heimerl (SPD) it was decided against three votes to increase the planned income from the real estate transfer tax by one million euros per year, so that one now reckons with 3.5 million euros.

Then you would have to take a million less from the reserves.

The facilities

Wollenberg pointed out the city's own businesses such as the museum, Fürstenfeld and library, which were particularly affected by the closings.

“You shouldn't go to the dogs.” Here you have saved what is possible.

Nevertheless, developments have to be observed when reopening is allowed to take countermeasures if necessary.

For example, if large companies should plan digital meetings instead of congresses in Fürstenfeld in the future.

Then you need another pillar.

The finance committee signaled its approval of the budget for earnings.

“It's still not good,” said Mayor Erich Raff. “There isn't much leeway.” The town hall chief and many councilors thanked the speakers and administrative staff for their efforts.

To make things go faster, they didn't have to go through the draft page by page, but only clarified questions about understanding individual blocks.

"In times of Corona it is appropriate to save time and proximity and to trust what is presented to us," said Georg Jacobs (CSU).

The financial budget

In February the finance committee will deal with the budget.

"There was also violent deletion with unpleasant postponements," said the chamberlain.

For the year 2021, the gap of eight million euros is still humane.

A loan is to be taken out here.

But in 2022 to 2024, the net new debt will add up to 64 million euros.

"We still have to do something." A loan of eight million euros makes sense, said Jan Halbauer (Greens).

He didn't want to dream of big projects for the next few years - like the ice rink.

"Such projects stir up hopes that cannot be fulfilled."
