Zeng Guowei: District Councillors' oath arrangements will be submitted after the new year's amendments
Zeng Guowei said that the government is working on the revision of Article 104 of the Basic Law. The direction of revision includes the requirements for oath and the arrangements for re-swearing, arrangements for administering oaths, the legal consequences of violations of oaths, and related legal procedures.
Zeng Guowei believes that district councilors should be “public officials” in Article 6 of the Minato National Security Act. Therefore, he has decided to include the arrangements for district councilors’ oaths in the scope of the amendments to public officials’ oaths. The bill is submitted to the Legislative Council for consideration.
Regarding the current electoral system, Zeng Guowei said that the authorities are reviewing the system and arrangements and plan to amend relevant laws to improve the existing arrangements.
He pointed out that Hong Kong, as a caring and inclusive society, needs to set up special queues for the disabled, the elderly and pregnant women.
As for overseas voting, he said that he noticed that the community believes that they should be provided with convenient voting arrangements.
