Guo Zhuojian, known as the "Cheung Chau Review King," alleged that the DAB Ge Peifan and Ko Chongsheng falsely reported their academic qualifications when they ran for the Legislative Council in 2016, while He Junyao falsely claimed to be a practicing lawyer in Singapore and the United Kingdom in the election.
Guo applied for judicial review in two separate cases in 2017, requesting the disqualification of the three members.
High Court Judge Zhou Jiaming today (22nd) issued a verdict, stating that the relevant dispute should be submitted as an election petition, and Guo's application was overdue, and he was not an elector of Ge et al.'s constituency, and refused to grant Guo a judicial review permission.
The applicant is Guo Zhuojian, and the respondents are Ge Peifan, Ke Chuangsheng and He Junyao.
Should be submitted through an election petition
Zhou Guan pointed out that related disputes should be raised through an election petition, not a judicial review.
In addition, both of Guo's applications for judicial review were overdue, and he could not provide a reasonable explanation.
Guo failed to prove his interest
In the case of Ge Peifan and Ke Chuangsheng, Guo was not a voter in the constituency of Ge Peifan and Ke Chuangsheng, and he did not have any interests to apply for judicial review.
The judge pointed out that the refusal to approve the judicial review of Xu Si for the above reasons does not need to deal with the allegations raised by Guo.
