Defendant Wei Keng (51 years old), a former member of Hong Kong Yuen Long Chaoqiao Yingge Association Co., Ltd., was charged with one count of conspiracy to use a false instrument in violation of section 73 and section 159A of the Criminal Offences Ordinance.
The Yuen Long Town Hall Management Committee Co., Ltd. is a non-governmental social service organization, while the English Songs Association is a Chinese folk dance troupe. In November 2017, a preparatory committee was formed to organize a plan on March 17, 2018. Dance performance in Yuen Long.

The charge alleges that between March 17 and April 10, 2018, the defendant knew or believed a receipt from a printing company, and three receipts from a company owned by the defendant were false and were related to the printing company. The proprietor of the company conspired to use these receipts with the intent to induce someone to accept them as true.
Based on the four receipts, the Yuen Long Town Hall Management Committee paid a total of more than 510,000 yuan.
