Former Costa Rican President Laura Chinchilla says that Biden's plan for Central America falls short and that for it to last and be effective it needs the support of Democrats and Republicans.
In an interview with Oppenheimer Presenta, Chinchilla insists that in the past four years poverty and corruption have increased in Central America with Trump's "hands off" policy, so there is much to do.
