The Correctional Services Department applied to the Town Planning Board for the reconstruction of the Lai Chi Kok Reception Centre, which includes 3 connected buildings, namely the 12-storey entrance building, the 13-storey north building, and the 13-storey south building.

The entrance building and the south building are connected on the ground and the second floor, while the south building and the north building are connected on the 1st to 13th floors.

Proposed additional correctional facilities: to accommodate the increasing number of detainees

The Correctional Services Department stated that the proposed redevelopment will accommodate 810 detainees, an increase of 410 compared to the current number. It will also provide more visiting pods, official visit rooms, medical facilities and rehabilitation facilities, that is, detention spaces.

To accommodate the increasing number of detainees, more ancillary correctional facilities will be housed in the same building.

In addition, in order to reduce the overall building height of the proposed redevelopment, the site needs to be extended to the northern slope that is not currently within the boundary of the Lai Chi Kok Reception Centre.

The Correctional Services Department stated that although improvements have been carried out and adjoining buildings have been reconstructed for correctional purposes to provide additional places for correctional services, the Lai Chi Kok Reception Centre is still facing continuous overcrowding. The average daily utilization rate has exceeded 100%.

In response to the government’s initiative to promote the development of smart prisons and adopt innovative technologies, the Security Bureau received policy support to rebuild the Lai Chi Kok Reception Centre, including the introduction of an expanded auxiliary data center to improve operational efficiency and provide detainees and correctional personnel with a sustainable and intelligent Prison environment.
