As the new crown pneumonia epidemic continued, the government gazetted Jordan to designate restricted areas as "closed areas" at 4 a.m., and those inside were required to undergo mandatory testing according to government arrangements.

The Secretary for the Environment Wong Kam Sing, the Secretary for Food and Health, Chen Zhaoshi, and the Secretary for Home Affairs, Xu Yingwei, said after an inspection today (23) that about 10,000 people are involved in the closed area and the affected residents must undergo mandatory testing before midnight.

Due to the high percentage of positive sewage samples from buildings in the area, 90% of the sewage monitoring points in the area were positive, and there were many confirmed cases, and the risk of transmission was relatively high.

Xu Yingwei pointed out that the short notice period for the closure of the area is to prevent citizens from escaping, and there will be enforcement actions in the future.

Among the affected people, there are people who are not residents of the area, such as security guards and other people working in the area. The Home Affairs Department will arrange vacant temporary cooked food centers in the area for them to stay.

Chen Zhaoshi: Do not rule out a second test

The Secretary for Food and Health, Chen Zhaoshi, pointed out that between January 1 and 20, there were 162 confirmed cases in Jordan, involving 56 buildings. As the infection situation continued to be severe, sewage samples from buildings within the closed area continued to be positive. The ratio is higher than that of other buildings in the designated area, and there are also more buildings without buildings. In addition, there are more confirmed cases and the risk of transmission is high.

She did not provide the number of confirmed cases in the restricted area, saying that about half of the cases are in the core area every day.

Chen Zhaoshi pointed out that all the 51 sampling stations in the area were put into service in the morning, and as many as 120 people had been tested by 9 a.m.; the testing stations would serve all day, if too many people can go upstairs and wait first.

Since the government has issued a mandatory testing order for the area, people who have stayed in the restricted area for more than 2 hours in the past 14 days will also be tested today even if they are not in the restricted area.

She pointed out that she hopes to arrange testing in an orderly manner within a short period of time and arrange for quarantine as soon as possible.

Because some people have a long incubation period, they will not rule out a second test based on various data such as the positive rate after the test, but the area may not be closed again by then.

The Secretary for Home Affairs, Xu Yingwei, pointed out that the authorities have set up an enquiry hotline, as well as a special hotline for minorities to make enquiries; if residents have medical needs, arrangements will be made, and family members are not advised to transport too many supplies.

Some residents in the district were dissatisfied with the short notice period and suspected that some people left their homes before the closure of the district.

Xu Yingwei pointed out that the short notice time is to prevent citizens from escaping, and there will be law enforcement actions in the future. If citizens have participated in the test, they must retain the results.

He said that the earlier mandatory testing arrangements were also followed up by cross-departments, and the rate of public participation in testing was very high.

He said that the purpose of law enforcement is not to issue a ticket, but to make residents feel at ease. They don't want to "leave after every test", but to remove the risk in the area.

For example, he pointed out that the detection rate of Fengze Building reached 97%, and the remaining units were unoccupied. Afterwards, sewage monitoring was conducted and a second test was performed to find positive cases.

The Director of the Environment Bureau, Huang Jinxing, said that the cooperation of the Environment Bureau and the University of Hong Kong in sewage monitoring can serve as an early warning to identify hidden carriers.

He said that in response to the epidemic, sewage monitoring was moved to the Yau Tsim Mong District. Some sewage samples were positive, and the current detection capacity has doubled.

He said that 90% of the sewage monitoring points within the closed area were positive.
