Despite the pandemic and its financial impact, the town hall administration and the municipal councils are in good spirits to be able to cope financially with the crisis.

In any case, the Finance Committee has given its blessing to the 2021 budget.

As of December 31, 2020, the municipality of Höhenkirchen-Siegertsbrunn had reserves of around 9.3 million euros.

This is certainly due in no small part to Chamberlain Christine Schmidt, who has always planned very carefully in recent years when it comes to budget estimates on the income side.

Höhenkirchen-Siegertsbrunn - That usually meant that at the end of the year there was significantly more left in the parish bag than originally planned.

And so you could not only shoulder unscheduled expenses, but ultimately also put a lot on the high edge.

That pays off in times of crisis.

This is probably one of the reasons why Schmidt is still in good spirits when it comes to the municipality's finances.

"I am really confident that we will manage the whole thing well," she said when presenting the budget for 2021 in the main, social, works and finance committee.

The committee members were also satisfied with the calculation and recommended that the municipal council adopt the financial plan as a statute.

Reserves are intended to help finance important projects

Schmidt, who assumes a decline in tax revenues, reckons that - if all planned investments are realized - seven million euros will have to be added from the reserves for counter-financing.

In addition, one does not know "what else this pandemic will bring us", said the chamberlain.

She therefore wants to continue planning very cautiously in terms of income.

At the same time, the chamberlain appealed to the local council to keep an eye on costs when making decisions and to act with sensitivity.

The household of the community of Höhenkirchen-Siegertsbrunn at a glance

The total volume of the budget is 44.9 million euros, the administrative budget includes 26.3 million euros and the asset budget 18.6 million euros.

Chamberlain Schmidt expects trade tax revenues of around 6.8 million euros.

In 2020, the budget was still 8 million euros.

She also expects a shortfall in income from income tax participation.

In the current budget estimate, 9.3 million euros are set.

The assessment rates for property tax A and property tax B are 310 percent.

Revenue of 925,000 euros is expected here.

The assessment rate for trade tax also remains unchanged.

It is 330 percent.

On the expenditure side, personnel expenses with 3.7 million euros and the district levy with 9.3 million euros are of particular importance.

Schmidt assumes that around 480,000 euros will have to be added from the property budget to balance the administrative budget this year.

As a rule, money from the administrative budget should be added to the property budget.

In order to still be able to make the necessary investments, the plan is to withdraw 7 million euros from the reserves.

The tax power of the municipality is 1781.12 euros per inhabitant, the per capita debt is 471.86 euros per inhabitant.

Overall, the debt level of the municipality as of December 31, 2020 was just under 5.2 million euros.

After all, Höhenkirchen-Siegertsbrunn will need financial leeway in the years to come.

After all, many projects are planned or already started.

This year, too, costs for the 3.6 million euro building of the new children's home on Ostersteigstrasse and for the 5.9 million euro building of the Siegertsbrunn fire brigade equipment house are having an impact.

According to the calculations, the costs for the renovation of the old pharmacy, which is to start this year, amount to around 2.1 million euros.

Around 600,000 euros are estimated for the repairs and the installation of the new elevator.

It is still unclear when the renovation of the multi-purpose hall on Bahnhofstrasse will begin, but the municipality will have to make money for this this year too.

The total costs for the renovation project, which will last until 2024, amount to around 3.3 million euros.

The temporary container solution to end the space shortage at the Erich Kästner School costs 2.5 million euros.

In addition, there are several hundred thousand euros for the planned barrier-free conversion of the bus stops, the construction of access roads and the new construction and renovation of water pipes.

That sucks.

Chamberlain warns of succession charges

"We won't get bored," said Schmidt, commenting on the need for investment for the foreseeable future - combined with the warning that every new building that the community erects entails subsequent burdens that put a strain on the administrative budget.

After all, the chamberlain wants the withdrawal of reserves forecast for this year to remain an exception.
