Last Wednesday (January 20), Trump and his wife Melania Trump, who had been in power in Washington for four years, left Andrew Air Force Base on the Tower Air Force One and headed to Sea Lake Manor in Florida.

During parting, he promised that "will return in some form...we will see you soon," but in any case, under the 21-gun salute of the military, the change of ownership of the White House is an ironclad fact.

A few hours later, Democrat Biden was sworn in as the 46th President of the United States under the oath of Chief Justice John Roberts of the Supreme Court. He was greeted by the trade war, the epidemic, and "the life of blacks is also a fate." (Black Lives Matter) Washed by the United States-internal turmoil and division, external crises everywhere, he needs to clean up the "mess" left by the "Trump era".

Biden signed 17 new measures on the first day of his presidency, many of which were to overturn previous decisions, including returning to the World Health Organization (WHO), rejoining the Paris Climate Agreement, and terminating the Trump administration as a "national emergency". "State" is an attempt to obtain funds to build walls on the border, etc., in an attempt to reverse the policies promoted by the previous government under the leadership of extreme ideology.

These actions confirm the general expectation of the Biden administration that he will deal with people's livelihood, economy, and immigration issues in a more pragmatic manner.

Regarding the Sino-U.S. relationship that Hong Kong people are concerned about, although the new government officials—Secretary of State Antony Blinken and National Security Adviser Jake Sullivan—went on stage to signal the continuation of a hardline stance on China, they also advocated that "Coexist in competition", claiming to rebuild relations with China in a more "operable" way, rather than decoupling and confrontation.

It is still too early to say how Sino-US relations will be reshaped in the Biden era, but all the extremely irrational actions in the Trump era may no longer be seen.

In the past period of time, social conflicts in Hong Kong were detonated by the anti-amendment turmoil, which gave birth to "speculationists" who were indulged in the unrealistic "China-US co-rule" and fantasized that the United States would "save Hong Kong."

Advocates call this the "international line", but in fact, this disregard of the constitutional order in Hong Kong, every so-called "successful struggle", is based on the premise of sacrificing Hong Kong's politics, economy and people's livelihood. .

Every illusion has produced corresponding evil results.

The change of the owner of the White House triggered a re-thinking of Sino-US relations in the academic community, and Hong Kong society also needs to re-understand the situation.

In fact, the "international line" can be traced back to the 2014 "Umbrella Movement" period, when the US Congress and the Executive China Committee (CECC) first proposed the "Hong Kong Human Rights and Democracy Act", requesting the Secretary of State to resume the annual submission of the "United States-Hong Kong" to Congress. The “Policy Law” report failed to be considered after the expiry of the current session.

From 2015 to 2017, local activists headed by Huang Zhifeng went to the United States to testify on the state of Hong Kong’s freedom and democracy many times, lobbying members of Congress to re-submit the bill, but they also stopped.

By the middle of 2019, the anti-regulation movement broke out, and Hong Kong once again entered the vision of the US hawks towards China.

Local self-determinationists such as Huang Zhifeng, He Yunshi, Zhang Kunyang attended the hearing in the U.S. Congress and urged the passage of the "Hong Kong Human Rights and Democracy Act." Some democratic politicians also visited the U.S. or called on the U.S. government to complete legislation as soon as possible. Many rallies have been initiated to support the U.S. tough against Hong Kong.

On November 27, 2019, Trump signed the "Hong Kong Human Rights and Democracy Act" and the "Protection of Hong Kong Act", requiring the U.S. Department of State to submit an annual report on the status of human rights and democracy in Hong Kong, and to suspend Hong Kong's most favorable treatment according to the situation, and It has the right to freeze assets in the United States and restrict entry of people who threaten Hong Kong’s democracy.

"Successful fight" made the central government extremely vigilant

At that time, the "successful fight" bill was passed by the "specialists" and held a "Thanksgiving Rally" in Edinburgh Plaza in Central, and then lobbied Britain, Canada, Australia and other countries to enact relevant laws to "support" Hong Kong.

The situation has changed. The public can see what the outcome of this political imagination of starting from the narrow Hong Kong standard, ignoring Hong Kong's constitutional status, and lacking understanding of the nature of the game between big powers, is obvious to all.

If it really "successfully fought for" something, I am afraid it would have caused the central government to be extremely vigilant about "Hong Kong independence," and finally set a very strong national security red line for Hong Kong.

On June 30, 2020, the Standing Committee of the National People's Congress passed the implementation of the "Hong Kong National Security Law". The crimes of secession, subversion of power, terrorist activities, and crimes of colluding with foreign countries or foreign forces to endanger national security have been committed by many Hong Kong people. The charges of resistance and even fear were finally implemented in Hong Kong.

"The speculators" are immersed in the illusory imagination of resistance. The traditional pan-people have not kept their heads sober. Instead, they are led by the nose by radical forces. They are involved in the noisy "speculation" and put Hong Kong in a complicated Sino-US game. Among.

Although the Trump administration has launched waves of sanctions as it wishes, 29 Hong Kong and Mainland officials including Chief Executive Carrie Lam have been frozen in US assets and banned financial services transactions involving the US, but they have compensated with the Panminist camp. Compared with the political costs of the US, these personal political operations by "US Aid" seem to be scratchy.

When the "Minato National Security Law" was implemented, the pan-civilian camp was gearing up for the new Legislative Council election, which was originally scheduled to be held in September last year. The continuation of the anti-amendment dispute "popularity" became the main theme, and the initiator of "Occupy Central" Dai Yaoting launched the primary election and coordinated the pan-democrats to win half of the legislative council seats.

Dai Yaoting proposed the "Ten Steps to Soliciting Speculation," and outlined a road map for the pan-civilian camp to force the chief executive to step down by controlling the Parliament to veto the "Budget" proposed by the government.

The "Ten Steps for Speculation" can no longer be staged according to the script, but Dai Yaoting's prediction when he published a related article in April last year was not entirely wrong. The central government did take action against Hong Kong on national security issues. The only difference is that, The central government did not directly apply the National Security Law to Hong Kong, but the Standing Committee of the National People's Congress exercised its statutory power to enact the "Hong Kong National Security Law."

The national security red line seemed to come as scheduled, but it caught the pan-democrats by surprise.

The Liaison Office of the Central Committee issued a warning that a series of actions by the pan-democrats have crossed the political bottom line. They are "self-elected," openly confronting "one country, two systems," and wantonly undermining the constitutional order of the SAR.

As a result, the SAR government postponed the election of the Legislative Council on the grounds of the recurring epidemic. The original legislative council members were postponed for one year, but four people were revoked from the pan-democratic legislation that urged the United States to enact a bill to sanction the central government and the Hong Kong government. The members of the conference were directly disqualified as members of the council, which triggered the general resignation of the pan-democrats.

As for the pan-democrats who participated in the primary election, they were arrested earlier on suspicion of violating the "Hong Kong National Security Law."

The US cannot overthrow Hong Kong's subordination to China

In the final analysis, no matter how long the U.S. stretches its hands, it cannot overturn the fact that Hong Kong is subordinate to China. The act of ignoring this fact more or less reflects its ignorance of international politics and a lack of correct understanding of the political ethics of "one country, two systems". .

Pan-democratic politicians in Hong Kong are now suffering the consequences.

Undoubtedly, it is Hong Kong's people's livelihood, economy, and even pan-democratic politicians who want to sacrifice the way to democracy.

Today's Legislative Council only has the establishment. This is undoubtedly a result that many Hong Kong citizens are not happy to see.

On the other hand, the "international line" boasted that it succeeded in getting the United States to pass the "Hong Kong Autonomy Act" to counter the "Hong Kong National Security Act." However, the bill unilaterally terminated Hong Kong's special status and caused Hong Kong to lose the "Made in Hong Kong" "But it did not hurt the country's development momentum as described by the "international line."

What kind of wisdom is there in this "strategy" that hurts one's own seven points but never hurts others?

What's more, as the chairman of the Federation of Hong Kong Industries, Ye Zhongxian, pointed out earlier in an article, the relevant US decision is only "wishful thinking" of the United States, and other countries have not followed the United States.

Hong Kong companies can still use the "Made in Hong Kong" source label to export to other World Trade Organization (WTO) member states without undue worry.

Gone are the days when "speculators" fantasized about Trump "saving Hong Kong."

After successively experiencing the Sino-US trade war and anti-amendment turmoil, Hong Kong has long been devastated.

Today, the epidemic is still fluctuating. The unemployment rate is 6.6%, that is, about 246,000 people are unemployed, a record high in 16 years. It is urgent for the society to work together to do a good job in internal affairs, and promote economic and people's livelihood reforms.

The days of fantasizing that Trump "fight and rescue Hong Kong" are gone. Facing the new White House owner, Hong Kong society should not repeat the same mistakes and be confused by the "international line" of "breaking before standing". Behind the "beautiful" "political propositions" are the flesh and blood of Hong Kong citizens.

Biden said at the inauguration: "I ask all Americans to join, work with me, and unite against our common enemies: grievances, dissatisfaction, hatred, extremism, lawlessness, violence, disease, unemployment and indifference. Help.” We also sent a message to Hong Kong people.

The above was excerpted in the 250th issue of "Hong Kong 01" Weekly (January 25, 2021), "Sino-U.S. Relations Entering a New Pattern, "International Line" Fantasy Should Be Wake Up.
