In an exclusive interview with "Hong Kong 01", the Director of Network Services of the Hospital Authority, Yang Digang, revealed that he is considering extending the PPP of general outpatient clinics to specialist outpatient clinics, which will benefit more patients. There are no integrated medicines. Repeated painkillers are provided during follow-up consultations. "It's so miserable. I go back to pick up a pile of medicines every time." The situation is by no means ideal. On the contrary, a private specialist is The patient's long-term caregiver, "It will take more time for the patient to go there. For example, after the orthopedic department has finished the inspection, I will be in charge of it later, knowing that your medicine needs to be changed."

In the 7th year since the General Outpatient PPP was launched this year, Yang Digang shared his experience, and 50% of the patients who participated are required to be treated in specialist outpatient clinics. "There are 50 clinicians who have to return to our specialist outpatient clinics." In fact, 15% of the 580 private doctors in the outpatient PPP are specialists. Assuming that a patient has to see 3 specialties, each department has 3 follow-up consultations a year, and he has to go back to public hospitals 9 times a year. A specialist in the private market can integrate the number of follow-up consultations, once every three months, that is, only 4 visits a year, "patients are watched 4 times, and my entire system is reduced by 9 times", which can vacate places for new cases The patient seeks medical attention.

When PPP expands to specialist outpatient clinics, Yang Digang hopes to avoid further deterioration of the waiting time for specialist outpatient clinics. "PPP is not easy to do with a single trick, but at least it will make you feel better." In the coming year, the authorities will expedite research and discussion, suitable for participating in PPP specialties, "we are looking forward to doing this."

He also pointed out that 90% of PPP patients who participate in general outpatient clinics, "I don’t want to go back to our HA. The environment (private) is so much better. At least I don’t have to wait for a long time when I go to a clinic. People wait in the lobby", and the patient only needs to pay the HA fee, which is $50 once.

Yang Digang pointed out that he wanted to expand the scale of PPP, but in the past, when patients were invited to the private market, only one adult finally participated. He understood that they were concerned about fees and quality issues. In fact, public hospitals have paid many fees for PPP patients, including X-rays and blood draws. The HA currently has 8 permanent PPPs, one of which is general medicine. Outpatient clinics are targeted at patients with stable conditions such as hypertension and diabetes who have returned to general outpatient clinics for long-term follow-up consultations. Each patient enjoys ten subsidized outpatient services per year.

Peng Hongchang, director of the Association of Community Organizations, who cares about the rights of patients, welcomed the authorities to extend PPP to specialist outpatient clinics, but pointed out that the authorities must ensure the quality and promptly transfer patients back to the public hospital when there are problems.
