When sentencing Zhang, Guan pointed out that the defendant used spray paint to smear the ATM center in a selfish manner, which caused the owner to spend money to clean up. The content of his graffiti also involved division of society and aggravated the crisis of conflict. He also emphasized that it is not to restrict the citizens' freedom of expression, but It is also not allowed to wantonly destroy public property, so deterrent penalties must be imposed.
