- In order to keep the budget for 2021 without debt, the municipality of Grasbrunn is increasing taxes and postponing numerous investments.

However, it does not halve subsidies for clubs.

According to Mayor Klaus Korneder (SPD), the budget for the current year was difficult to set up.

“We have high reserves, but we are not allowed to use them to balance the administrative budget, only for the asset budget.” So the deficit of around 2.8 million euros in the administrative budget had to be balanced out differently.

By reducing and postponing investments, this has also been achieved with the exception of a remaining amount of 246,200 euros - but it still has to go, said Korneder in the finance committee.

Sebastian Stüwe from the financial administration reported that he was expecting around two million euros less trade tax and 400,000 euros less income tax.

In addition, because of the very good year 2019, which is the basis for calculation for 2021, the municipality had to pay 10.2 million euros in district levy, in 2020 it was only 7.8 million euros.

So Stüwe had to cut expenses: among other things, at the fire brigade 30,000 euros for new equipment, the planned combined heat and power plant for schools, gymnasiums and community centers 430,000 euros, and the expansion of Zornedinger Strasse in Harthausen for 1.5 million euros.

“From my point of view, further deletions are no longer justifiable, as we have also cut personnel costs and canceled the maintenance of the properties,” said Stüwe.

He therefore proposed an increase in property taxes A and B to 260 percent.

This has not been changed since 1977 and it is at the bottom of the district comparison.

An increase would result in additional income of 135,000 euros.

If you cut the subsidies to the clubs by half, as they would have almost no expenses in 2020 and 2021 due to a lack of activities, the additional income would mean 152,200 euros.

Stüwe could compensate for the difference of 246,200 euros by adjusting the sales tax and eliminating road maintenance.

These would have signaled approval.

"A cut is unpopular, I know that," said the mayor.

"But we told them that as soon as the community was doing better, the subsidies would be increased." The increase in property taxes would only mean additional expenditure of 20 to 35 euros per household per year, which is justifiable for Korneder.

Paul König (CSU) and Max Walleitner (Greens) did not want to cut the subsidies to the clubs.

"These are just peanuts, and also a wrong signal for the youth and the elderly," said König.

Walleitner wanted to save on the district levy, which, according to Stüwe, was not possible.

The finance committee agreed on the increase in property tax.

"We have been talking about this for years," said Ulrich Hammerl (SPD).

The committee ultimately rejected the cuts in the association's subsidies.

The property budget has a deficit of 2.2 million euros.

"We can finance them from the reserve, we have saved the money extra for that," said Stüwe.

Overall, the 2021 budget does not contain any debt.

The committee approved the financial package for 2021 and the plan until 2024, Michelle Nelson (Greens) voted against the increase in property tax.
