The study was based, among other things, on materials from the Moldova Archive in Chisinau.

According to the study, at a meeting of the Romanian government held on July 8, 1941, about two weeks after the German invasion of the Soviet Union, Deputy Prime Minister Mihai Antonescu explicitly stated: "I ask you, be ruthless. There is no room for ticklish and baseless humanitarianism. "I do not know when, perhaps only in a few hundred years, the Romanian nation will enjoy such freedom of action."
