As for Chief Superintendent Chen Minde, he was promoted to Assistant Commissioner, in charge of the personnel department.

While serving as the Superintendent’s Association, Chen jointly issued open letters with police officers and junior associations. Among them, after the CUHK incident, he sent an open letter to CUHK President Duan Chongzhi to criticize him.

Zhou Yiming handled the Polytechnic University incident as an Assistant Commissioner (Operations) during the anti-revision legislation in 2019. He was awarded the Chief Executive's Public Service Certificate for this and was regarded as the "Rising Star" of the Police Force.

Zhou Zhouming joined the police force in 1995 as an inspector, and most of the time worked as a criminal investigation and intelligence gathering work at the sub-, district, regional and headquarters levels.

He was promoted to Superintendent in 2010 and served in the Criminal Investigation Headquarters. From 2012 to 2013, he was seconded to the Interpol Secretariat in Lyon, France, as the Director of Criminal Intelligence.

Zhou Yiming was promoted to Senior Superintendent and Deputy Commander in charge of the Criminal Intelligence Section in 2013. He was promoted to Chief Superintendent in 2016 and became the head of the Criminal Intelligence Section.

In 2017, Zhou served as the District Commander of the Yau Tsim Police District. In early 2019, he was appointed as the Deputy Commander of the Kowloon West Region and was promoted to Assistant Director (Operations) the following year.

Chen Minde, who was promoted to Assistant Commissioner, will be in charge of the personnel department. When Chen was the chairman of the Superintendents’ Association, he had issued joint letters with the Hong Kong Police Inspectors’ Association, the Overseas Inspectors’ Association and the Overseas Inspectors’ Association during the anti-regulation turmoil. After the CUHK conflict, CUHK President Duan Chongzhi once said that to verify whether the students were treated unreasonably when they were arrested, four police associations later sent an open letter to Duan, criticizing Duan for "self-destructing the credibility of the university."

Chen joined the Hong Kong Police Force in 1996 as an inspector. He was responsible for criminal investigations, security intelligence, professional development training and liaison between the Mainland and foreign countries. He was promoted to Superintendent in 2009 and was seconded to the British National Police from 2011 to 2013. The Improvement Bureau is an international visiting scholar.

Chen was promoted to Senior Superintendent in 2014 and served as the head of the Professional Development Learning Center of the Police Academy, and then the head of the Liaison Affairs Section and the head of the Interpol China Hong Kong Branch.

He was then promoted to Chief Superintendent in 2017 and transferred to the Deputy Dean of the Police Academy. From the beginning of 2019 to the end of 2020, he was appointed as the Deputy Commander of the Kowloon East Region.

Chen Minde was promoted to Assistant Director, in charge of the personnel department.
