According to the Dares (statistics service of the ministry), the amount of non-working hours paid for by the State and Unédic would amount to 2.0 billion euros in December (after 2.3 billion in November and 0, 9 billion in October), which would bring the total cost of the partial activity to 27.1 billion in 2020. The State covers two thirds of this cost, Unédic the remaining third.
In December, according to this survey of companies, 2.4 million employees would have actually been in partial activity (or about 13% of private sector employees) in December, after 3.1 million in November.
This decline is mainly explained by the containment relief measures taken at the end of November which led to a decline in partial activity, in particular in retail and personal service activities (hairdressing, beauty care, repair hardware, etc.).
