The Judicial and Legal Affairs Committee of the Legislative Council met on Wednesday (27th). One of the contents is that the government proposes to amend the "Arbitration Ordinance" to implement matters concerning the enforcement of arbitration awards in the Mainland and Hong Kong.

The meeting continues without people

The question is why did the chairman allow the meeting to enter the "one-person state"?

It is true that legislators hold multiple jobs and often have many tasks to be completed at the same time.

Even if members are absent, they may still be in the parliament building to handle official duties, accept media interviews, or meet with citizens.

But even if there are few controversies on the agenda, members still need to deliberate and inquire about the content.

They should understand that attending meetings and deliberating government work are the duties of members of the Legislative Council. Article 73 of the Basic Law also stipulates that the Legislative Council must "ask questions about the work of the government."

In the past, the democrats and the establishment were in the Legislative Council, and the establishment often argued that the democrats played with the rules of procedure, obstructing the parliament from proceeding and creating bans.

Since the establishment dominated the parliament, there has indeed been a lack of noisy and rabble incidents, but the performance of the members has also been lacklustre, and more than once embarrassed.

Leung Chi-hsiung, who has been a member of Parliament for eight years, only realized this month that officials are not obliged to attend committee meetings. Only members who requested separate voting one day before the meeting would attend as required.
