It is a resurgence of the world before, and like all regulatory instruments of the post-Cold War era, it is insufficient to restore the stability of the strategic balance between Russia and the United States.
But the five-year extension of the New Start Treaty, which limits the nuclear arsenals deployed by the two countries to 1,550 warheads and restricts the number of their launchers, is an encouraging sign for the security of the global world.
It is also the first diplomatic breakthrough between the United States and Russia, as well as the first disarmament breakthrough in a long time.
