There are eight recommendations in the consultation paper, including:

Suggestion 1: The

phone smart card must provide Chinese and English names; ID document number and copy; date of birth for registration.

Recommendation 2:

Each user (including company/enterprise users) can only register no more than 3 stored-value cards with each licensee

Recommendation 3:

For young people under the age of 16 to register for a service plan or stored-value card, they must be confirmed by a "suitable adult", including guardians, parents, etc.

Recommendation 4: The

licensee should check the information provided by the user. If there is a reasonable reason to believe that the information is weak or misleading, the relevant phone smart card registration can be cancelled.

Recommendation 5

: Personal data of phone smart card users must be kept by the licensee who provides related smart card services until at least 12 months after the phone smart card is cancelled.

Recommendation 6: The

real-name registration system is implemented in two stages.

Licensees of smart card services do not need to re-register for their existing service plan customers, but must ensure that the real-name registration requirements are met when a new contract starts or an existing contract is renewed.

law enforcement agency may require the licensee to provide the registration information of the phone smart card user when there is a court warrant or under certain urgent or urgent reasons without a warrant.

The service of a SIM card account that does not provide identity information after the expiry of the government-designated period will be terminated.

As for passengers who purchase mobile phone cross-domain services in other places, they will not be affected when using them in Macau.
