Licensees in the second stage must complete the registration of stored-value cards sold before the registration date within 240 days of the second stage; and on the 361st day, unregistered stored-value cards will become invalid.

The authorities also recommend that licensees of smart card services do not need to re-register for their existing service plan customers, but must ensure that the real-name registration requirements are met when a new contract starts or an existing contract is renewed.

The law enforcement agency may require the licensee to provide the registration information of the phone smart card user when there is a court warrant or there is no warrant for some urgent or urgent reasons.
