Qiu Tenghua said today that because criminals used the anonymity of stored-value cards to commit phone fraud, technology crimes, etc., there were many cases in Hong Kong in 2019 and 2020 that used stored-value cards to remotely detonate bombs. Therefore, he believes that amendments are necessary .
According to the consultation document, the authorities proposed 8 amendments, including Chinese and English names for phone smart cards; ID number and copy; date of birth for registration, and travelers can register with travel documents.

Young people under the age of 16 who need to register for a service plan or a stored-value card must be confirmed by an "appropriate adult", including guardians, parents, etc.

Recommendation 8: The law enforcement agency may require the licensee to provide the registration information of the phone smart card user when there is a court warrant or under certain urgent or urgent reasons without a warrant.

Licensees must establish a registration system within 120 days after the regulation takes effect in the first stage, and the new stored-value card and the phone smart card under the new service plan will start to register on the 121st day.
Licensees in the second stage must complete the registration of stored-value cards sold before the registration date within 240 days of the second stage; and on the 361st day, unregistered stored-value cards will become invalid.
The authorities also recommend that licensees of smart card services do not need to re-register for their existing service plan customers, but must ensure that the real-name registration requirements are met when a new contract starts or an existing contract is renewed.
The law enforcement agency may require the licensee to provide the registration information of the phone smart card user when there is a court warrant or there is no warrant for some urgent or urgent reasons.
