This small state - where only around 1,500 people apply for asylum each year - does not even mention asylum reform in Europe on the priority list of its presidency.
Either way, negotiations will continue.
Ahead of the EU's Council of Interior Ministers, which will take place next March, the Portuguese want to put on the table new compromise proposals on the issue of the distribution of refugees in the future.
