The People's Assembly, in its sixth session of the second regular session held under the chairmanship of Hammouda Sabbagh, Speaker of the Council, condemned the siege imposed by the "Qasd militia," which is dependent on the American occupation, on the people of the cities of Hasaka and Qamishli, stressing that these practices are immoral and considered a war crime and a flagrant violation of the United Nations Charter and human rights, demanding the community The international movement to lift the siege on them and stop the terrorist attacks committed against their families.
The members of the Council commended the protests carried out by the people of Hasaka to reject the siege of the "Qasd militia" and to demand the expulsion of the American and Turkish occupation forces from the country.
After that, the council began discussing the draft law that includes the creation of the Public Authority for Fish Resources and Aquatic Life.
The members of the House approved by majority the first six articles of the bill.
The second article of the draft law indicates that the public waters to which the provisions of this law are applied are the territorial sea waters, the specified economic zone, the internal fresh waters in all their categories, in addition to the mixed waters arising from the mixing of internal fresh water with sea water at mouths of rivers and streams.
The third article stipulates the creation of a public authority with an administrative nature called the “General Authority for Fish Resources and Aquatic Life”. It shall be based in the Lattakia Governorate, enjoying legal personality and financial and administrative independence, and it is linked to the Minister of Agriculture and Agrarian Reform, and that it consists of the central administration directorates, branches and farms in the governorates.
The fourth article dealt with the objectives of the authority, including the development and protection of fish wealth and aquatic life, developing its resources, activating various activities, developing plans and programs to preserve fish wealth and aquatic life, proposing draft laws and regulations for the protection of fish wealth and aquatic life, following up the implementation of laws and regulations in force, in addition to organizing public water investment methods and seasons Fishing and rationalizing fish and granting licenses to establish farms for fish and other aquatic organisms after the approval of the concerned authorities, and to contribute to the development of the specialized feed industry to manufacture balanced feed mixtures.
The session, which was attended by Minister of Agriculture and Agrarian Reform, Muhammad Hassan Qatana, and the State for People's Assembly Affairs, Melloul Al-Hussein, rose to 12 noon tomorrow, Monday.
