Today, at its seventh session of the second ordinary session, held under the chairmanship of Hammouda Sabbagh, Speaker of the Assembly, the People's Assembly continued discussing the draft law that includes the creation of the Public Authority for Fish Resources and Aquatic Life.

The members of the Board approved by majority the articles 7 to 24 of the aforementioned draft law, as Article 7 defines the tasks of the Board of Directors of the Public Authority for Fish Resources, including “proposing draft laws and regulations of the authority, its internal system, its functional structure, the mechanism for marketing products, approving policies, plans, and executive programs, the annual budget project and quarterly reports. And annual ”.

The eighth and ninth articles indicate that the director general of the aforementioned authority is appointed by the prime minister based on the proposal of the Minister of Agriculture and Agrarian Reform and is in charge of managing the affairs of the Authority, implementing the decisions of its council, representing it before the judiciary and others, implementing the approved general policy and the authority’s plans, granting incentive bonuses to the authority’s workers and proposing the creation of directorates, branches and farms. Fish.

According to Article Ten, the results of research, studies, discoveries, inventions, and the development of new strains and hybrids reached by the Authority are considered its own, and it is entitled to register and invest them directly or through others. It is also entitled to obtain from other parties the rights to invest the discoveries, inventions and the rights of the breeder in accordance with the conditions approved by the Board of Directors. Commission.

Article 11 of the draft authorizes a number of the authority’s employees with the authority of the judicial police regarding the application of its provisions in dams, rivers and lakes. They are assigned by a decision from the Minister of Agriculture based on the proposal of the Authority’s Director General and they take the legal oath before the head of the Civil Court of First Instance in their areas of work, while Article 12 specifies the duties of the officer Justice and its duties.

Article 13 clarifies that non-Syrians and their boats are not entitled to fish in public waters, to exploit their living resources, to conduct joint bilateral or multilateral exploration or research for the development of fish and aquatic wealth, or to develop means of exploiting them, except with the approval of the concerned authorities and in accordance with the laws and regulations in force. Nationals of countries are excluded from this prohibition. Arab and foreign boats and their boats, on condition of reciprocity.

According to Articles 14 and 15, artisanal fishing is a national heritage that must be preserved, and artisanal fishermen have a preference in practicing fishing in regional waters, and the authority has the right to define its own fishing areas in public waters if the public interest so requires, while Articles 16 and 17 specify areas where fishing is prohibited.

The Minister of Agriculture can, based on the authority’s proposal in accordance with Article 18 “, prevent fishing temporarily or permanently in some fishing areas, seasons, or times, while Article 19 states that the Authority has the right to grant fishing licenses in internal freshwater. As for marine fishing approvals, they are granted by the General Directorate of Ports after Obtaining the required technical approval ”.

Articles 20, 21 and 22 relate to the number of crew members of the fish boat, the right of members of the judicial police in the authority to inspect boats, the outcome of marine fishing and the rest of the equipment and supplies, the number of licenses that are permitted to be granted to fishermen and fish boats, and to grant licenses to shops selling fish and aquatic organisms by the administrative units after the approval of the authority or its branches.

The General Directorate of Ports, in coordination with the authority, in accordance with Articles 23 and 24, may grant navigation licenses and seaworthiness to floating fish floats in inland freshwater and the sea, as well as fishermen's tickets, movement notebooks and navigation licenses.

The session, which was attended by the Minister of Agriculture and Agrarian Reform, Eng. Muhammad Hassan Qatana, and the State for People's Assembly Affairs, Maloul Al-Hussein, rose to 12 noon on Tuesday.
