The blue-and-white chairman, Defense Minister Bnei Gantz, has in recent weeks held political talks with activists from his office in the Ministry of Defense, using the ministry's equipment and devices. This is in violation of the Electoral Law, which prohibits the use of government assets for election propaganda. Within government ministries and ministerial offices.

In blue and white, there have been at least three zoom talks with hundreds of activists in the past month, under the slogan "in your living room," with the participation of rotating ministers from among the party ministers.

During the talks, which took place on Friday afternoon, Ganz appeared from his office in the Ministry of Defense, using a computer and a camera identified under the name "Mashhabat" - belonging to the Ministry of Defense.

The Election Law (Propaganda Methods) prohibits the use in connection with election propaganda of funds or tangible or intangible assets of government ministries and other government bodies.

The ban is intended to separate public funds, which fund government ministers, and party funding funds that fund election campaigns, as well as to keep public service clean from politicization.

In addition, the use of government resources for election propaganda purposes violates the principle of equality applicable to candidates in elections, as not all parties enjoy access to them.

At the same time, before all elections and also in the run-up to the elections to the 24th Knesset, clear instructions from the Attorney General are circulated to all government ministers, prohibiting party activity in ministerial offices.

Thus, the ombudsman allows political activity out of bureaucracies and deputy ministers, only when it comes to limited and limited activity.

"The rule is that as far as a minister's party-political activity is concerned, unlike his position as minister and government representative, the minister must refrain from using government resources, such as bureau services and government ministry services (including, for example, ministry spokespersons) for his party-political needs."

"Purely partisan-political or personal activity should not be carried out from within the bureau, both because of the state nature of the civil service and the desire to preserve it as neutral and detached from political activity, both because of the need to preserve public trust in the government ministry as a state ministry."

The Defense Minister's Office stated in response that "The Minister of Defense acts in accordance with the guidelines and procedures. "Use of assets made available by the State to a Minister."

"Using the office to hold a conference is a violation of the Propaganda Law"

According to Adv. Shachar Ben-Meir, who specializes in election and propaganda law, Ganz's claim does not hold water in this case.

Ben Meir told Walla!

NEWS that section 2A of the law, to which the Office of the Minister of Defense referred in its response and allows the use of assets made available to him, "speaks of a government vehicle that he can use for political activity, mobile phone and the like, not beyond. Propaganda Law. "

In the last two years, between all the election campaigns, there have been a number of complaints about violations of the law's restrictions regarding the use of state assets for election propaganda purposes.

In the first election campaign, Blue and White tried to prevent Prime Minister Benjamin Netanyahu from making political statements from his official residence and hanging Likud signs and party insignia on it.

Netanyahu, Ganz and others occasionally deliver podium speeches bearing an official emblem of the state, and Blue and White was forced to remove videos containing such speeches from social media due to a petition filed with the Central Election Commission.

Netanyahu, who used to publish videos of visits to IDF bases alongside senior members of the General Staff, was also reprimanded by the Central Election Commission for using the IDF for election propaganda purposes.
