New York-Sana

The Deputy Minister of Foreign Affairs and Expatriates, Syria's permanent representative to the United Nations, Dr. Bashar al-Jaafari, reiterated that Western countries continue to use the Organization for the Prohibition of Chemical Weapons and the so-called "chemical file" as a weapon in the war imposed on Syria and as a tool to exert pressure and political blackmail to serve the agendas of these countries in Syria and the region.

Al-Jaafari said during a video session of the Security Council today on the situation in Syria: My country joined the Chemical Weapons Convention in 2013 and engaged in serious and constructive cooperation with the relevant United Nations mechanisms, the Organization for the Prohibition of Chemical Weapons and its Technical Secretariat, which resulted in its assistance in getting rid of its stockpiles of these Weapons and their production materials and facilities and therefore, since 2014, they no longer possess any chemical weapons, and this fact was confirmed in the briefing that the Head of the Joint Mission Sigrid Kaag gave to the Security Council in June 2014, and the reports of the United Nations and the relevant ban organization reaffirmed it later.

Al-Jaafari pointed out that some Western countries preferred to deny this established fact and believed that serving their agendas towards Syria and the region requires the use of the Organization for the Prohibition of Chemical Weapons and the so-called “chemical file” as a weapon in the war imposed on Syria and as a tool to exert pressure and political blackmail, as if those countries were not satisfied with their previous crimes and lies. The features of which were revealed to the whole world and proved to be merely fabricated allegations aimed at justifying direct acts of military aggression and gross violations of international law and the United Nations Charter and spreading death and devastation, as were the policies of these same countries when the US-British invasion of Iraq and NATO's destruction of Libya.

Al-Jaafari explained that the result was the politicization of the so-called "chemical file" and the push for the ban organization to issue reports lacking the lowest standards of credibility, professionalism and objectivity, as they were prepared remotely and without visiting the sites of alleged incidents and based on uncertain guesses, preferences and assumptions based on what it called "open sources" and what it provided to them. The terrorist groups and their media arm called the "White Helmets" terrorist organization and their sponsors are allegations, fabricated evidence and false witnesses.

Al-Jaafari pointed to the establishment of illegal mechanisms that were passed in violation of the law and the provisions of the ban agreement, such as the so-called "investigation and identification team". Not only that, but the organizers of the organization and the High Representative for Disarmament Affairs adopted a biased policy based on serving Western agendas and ignoring what They are received from the Syrian and Russian governments from a large amount of information, evidence and evidence, and their attempt to silence senior inspectors in the organization, such as "Ian Henderson" and its first general manager, "Jose Boustany", and experts and specialists in their fields of work to cover up the organization's great scandals.

Al-Jaafari stated that, in the face of the Western hostile approach, and despite Syria's realization of the true goals of the targeted campaigns launched against it, it continued its cooperation with the Prohibition Organization and its technical secretariat, as on the nineteenth of last month it presented its 86 monthly report on activities related to the destruction of chemical weapons and their production facilities and renewed the National Committee In this report, the Syrian affirmation of readiness to follow technical consultations and meetings with the Technical Secretariat of the Prohibition Organization to resolve all pending issues in accordance with what was previously agreed upon and to continue the structured dialogue aimed at resolving all these issues, which led to great progress in working on a number of them and making them ready for closure.

Al-Jaafari explained that out of concern for closing the “Syrian declaration file” and in response to the Director-General of the ban organization to send a “declaration evaluation team” to Syria to hold the 24th round of consultations during the period “from 7 to 24” this February, Syria welcomed the visit of this team at the proposed date It expressed its readiness to provide all possible facilities for the success of the round of consultations in a way that contributes to closing this file, pointing out that, based on the approval of Syria to the request of the Technical Secretariat, a meeting of the Steering Committee was held on the 26th and 27th of last January, during which it was agreed to extend the tripartite agreement with the ban organization and the office The United Nations for Project Services for a period of six months, and this agreement is currently under final preparation in preparation for signature by the three parties.

Al-Jaafari stressed that Syria rejects any attempts to question the “Syrian declaration” or any efforts to obfuscate and ignore what it has achieved in the field of cooperation with the ban, despite the great challenges posed by acts of aggression, crimes of terrorist organizations, unilateral coercive measures and the Corona pandemic.

Al-Jaafari reiterated Syria’s condemnation of the West’s attempts and pressures to impose the passage of a French-Western draft resolution at the Conference of States Parties falsely alleging what they called “non-compliance” with Syria's obligations under the Chemical Weapons Convention, stressing that this project or any similar move is a hostile and politicized act aimed at accusing the use of Chemical weapons in Syria and the acquittal of terrorists who continue to carry out terrorist acts and seek instructions from their operators and sponsors to prepare for plays using chemical weapons to accuse Syria and to find pretexts for attacks on it, similar to the American aggression on Shayrat Airport on April 7, 2017.

Al-Jaafari pointed out that what discredits the hostile motives of some Western countries towards Syria is the affliction of Western countries with “color blindness” over decades regarding Israeli nuclear, chemical and biological weapons of mass destruction, and the failure of some of them to merely vote on draft resolutions in the General Assembly that shed light on These weapons of mass destruction and their threat to the security and peace of the peoples of the entire region, while these countries pushed for the holding of 86 meetings in the Security Council on a file that does not exist in the first place, which was called the "chemical file" in Syria.
