U.S. President Joe Biden signed tonight (Wednesday) three presidential decrees aimed at uniting immigrant families, separated as part of former President Donald Trump's policy and ordered a broader re-examination of his Republican predecessor's immigration policy.



In an attempt to stop illegal immigration, The Trump administration separated undocumented adults from children as they crossed the U.S. border from Mexico.

Biden's orders will lead to the establishment of a task force that will try to reunite some 600 to 700 children who are still separate from their families.



The Trump administration separated at least 5,500 children from adults across the border between 2017 and 2018 as part of a "zero tolerance" policy, which was lifted after a national and international storm.

Immigrant activists said President Barack Obama's administration - in which Biden served as vice president - also separated undocumented children from adults across the border, though much more rarely.



"I'm not creating a new law, I'm repealing a bad policy," Biden said during the signing ceremony of the White House presidential decrees.

Whoever will head the task force for family unification is the new Homeland Security Minister Alejandro from York, who was approved yesterday by the Senate and will be the first person in office of Hispanic descent.

"We're going to work to reverse the moral and national shame of the previous administration," Biden said.



The American Freedom Association (ACLU), which petitioned the courts to unite the families, asked the administration to grant them legal status as well as monetary compensation to them and their lawyers.

Biden is proposing to advance legislation that would pave the way for citizenship for some 11 million people who are estimated to live in the United States without one, and his vision may extend far beyond his tenure if he succeeds in gaining enough support in the divided Congress.



An examination of border security policy will include leaving asylum seekers in border cities in Mexico while court hearings are conducted in the United States.

About 70,000 people are included in the "stay in Mexico" policy that the Trump administration began in January 2019, which Biden promised to abolish.



Biden called for a "graded strategy for a safe and orderly entry into the United States" from those already waiting in Mexico before the courts' decision.

In addition, the Democratic president ordered to stop holding asylum seekers in the Border Police detention that effectively prevented them from accessing lawyers, and he also ordered an examination of the expedited deportation process across the country and agreements the previous administration signed with Guatemala, El Salvador and Honduras to deny their asylum applications.



However, Biden did not address the freeze on many temporary work permits and the green card during the recovery of the corona plague, as some had expected.

Biden's advisers made it clear that it would take months for Trump's policy reversal to be felt on the ground.



"It's a pretty big gap for them not to act in relation to someone who is banned from getting a visa because the impact is so dramatic and significant," said Greg Chen, director of relations with the government at the American Immigration Law Firm.

He said many changes would have to be made through government ministries, such as the Ministry of Homeland Security, rather than through the White House.

The Biden administration is urging asylum seekers not to come to the United States until a new immigration policy is formulated.

"It's still a dangerous journey," White House spokeswoman Jen Saki said yesterday.

"This is not the time to come to the United States."

Biden's orders illustrate how US presidents can implement and abolish parts of the pen-swing immigration policy.

Deeper changes need congressional approval, which is a difficult task in which Trump, Obama and George W. Bush have failed.

Stephen Miller, one of the architects of Trump's rigid immigration policy, told the Fox network on Sunday that Biden's steps constitute the "end of all immigration enforcement" in the United States.



On the other hand, immigrant-backed organizations have largely praised Biden's recent moves, though enthusiasm has been less than the president's moves on his first day in office last month.



"The positive steps the administration has taken must be the beginning, not the end," Ali Norni, president of the National Immigration Forum, said yesterday.

"Congress must be based on these first steps to find permanent solutions to improve our immigration system."



Kelly Garcia, a federal policy adviser at the Law Foundation for the Law Center for the Poor South, said Biden's orders are encouraging, but "will not immediately help immigrant communities desperate for concrete action."
