There will be no openings overnight after the corona lockdown. That is why more and more “step-by-step plans” appear. Is this the way to more normalcy?

There will be no openings overnight after the corona lockdown.

That is why more and more “step-by-step plans” appear.

Is this the way to more normalcy?

  • The corona numbers in Germany are falling, but mutations are still causing concern.

  • More and more politicians and associations are demanding step-by-step plans - Lower Saxony, for example, recently presented such a concept.

  • Therefore, the pressure is increasing for the federal and state heads at the Corona summit to deal with such solutions.

Hanover / Berlin - How much hope do the Corona summit with Chancellor Merkel * and the country leaders still promise?

The government representatives meet again and again to talk about the corona situation.

Tightening, loosening, sometimes tightening, openings in some places: How things will continue in Germany will also be decided at the next summit on Wednesday, February 10th.

In any case, the catering industry does not seem to have high hopes for openings.

You have "no great expectations of the conference," said Tobias Zwiener, managing director of the Dehoga Baden-Württemberg branch association of the dpa.

Above all, he demands reliability: "An opening that is followed by a renewed closure when the incidence values rise does not help the farms any further."

Most recently, there have been contradicting statements from politics.

For a long time it was said that incidence values * of 50 new infections per 100,000 inhabitants had to be achieved again within a week.

Economics Minister Peter Altmaier has already commented on a possible lockdown * below this value.

SPD politician Lauterbach also aimed at a target value of 25 at the beginning of January.

Way out of the corona lockdown for the Merkel summit?

Step-by-step plan from Lower Saxony

For many months, experts have been demanding not just looking at one value.

A kind of new buzzword: “step-by-step plan”.

Schleswig-Holstein presented specific ideas on this a few days ago.

On Tuesday, Lower Saxony presented another draft discussion, which is now to be discussed with associations, parties and others.

Is this an exit plan for the lockdown that could set a precedent nationwide?

"This is not a relaxation plan, but a plan of how it can be when it gets better and when it gets worse," said Prime Minister Stephan Weil (SPD) directly.

Because you have learned to intervene "earlier and more energetically" when the infection rate skyrockets again.

The draft comprises a kind of extended traffic light system over six levels - from a low infection rate below an incidence of 10 in level 1 to an escalating infection rate above an incidence of 200 or an R-factor of over 1.2.

Selected details on the plan from Lower Saxony

(complete list on the website of the State Chancellery of Lower Saxony):

  • The plan names 40 areas for which individual measures are listed, for example for public transport, bars, religious events, libraries, daycare centers, schools as well as universities, business premises and retail outlets

  • Significant openings in many areas are most likely to take place in the third stage (incidence between 25 and 50), but then the "early warning value of 25" is exceeded.

  • Gastronomy

with food service, for example, should open again with hygiene concepts from level 3, but with curfew

  • Museums and theaters

could reopen with increased requirements for hygiene concepts as soon as the R-value is below 0.8 in addition to level 3

  • Retail is

allowed to open from level 3, however, depending on nationwide decisions and with access restrictions and hygiene concepts

  • Discotheques and clubs

are only allowed to open at level 1 (incidence below 10) with a hygiene concept and person restrictions

The majority of the districts and cities are currently still above the value of 50. Baden-Württemberg's Prime Minister Winfried Kretschmann (Greens) * had therefore already dampened hopes of an easing of the hard lockdown after February 14th.

"If we don't get near them, it will more likely lead to extensions."

Corona lockdown: traffic light system of the German Tourism Association

Because the prospects for tourism are not rosy either, the German Tourism Association has also presented a traffic light system.

  • Green level

(seven-day incidence up to a maximum of 35): Tourism should be possible in all areas subject to strict rules

  • Yellow level

(incidence above 35): specific requirements are mandatory

  • Red level

(incidence over 50): Travel destinations should close their tourist offers

  • In addition, the incidence values would have to be constantly adjusted, as more and more people are vaccinated, more tests are carried out and contacts can be traced to different degrees

Corona lockdown: "Kita-Ampel" from Family Minister Giffey

Since many parents are increasingly reaching their limits, Family Minister * Franziska Giffey (SPD) * presented a concept for a “daycare traffic light” at the weekend.

There was both skepticism, praise and criticism from education unions and the federal states.

  • Green traffic light

(no current corona cases in the facility and less than ten percent of the children and employees in quarantine): daycare centers could open completely (regular operation)

  • Yellow traffic light

(numbers are higher and there is at least one case of infection): limited regular operation, for example with shorter care times

  • Red traffic light

(from two cases of infection and more than a quarter of employees or more than one group in quarantine): Closure with emergency care.

The red level would also automatically apply from a seven-day incidence of more than 200.

  • Opening steps towards yellow or green should only be possible when the situation has improved and remains stable for seven days.

In addition to the "national vaccination plan", which will be available and discussed on February 10th, there is also a lot of material that the heads of the federal and state governments can discuss.

Because long-term strategies are necessary - this is not only emphasized by scientists and experts.
