The murder occurs in the middle of the electoral year and three months after the political campaigns begin to elect 153 municipal presidents in the state.

The murder took place in the morning while Ramos Lázaro was driving in the San Antonio neighborhood, a town in Chahuites, and a group of armed men opened fire on his vehicle, according to the first testimonies, cited by the Cuadratin agency.

Ramos Lázaro presented himself as a lawyer, social activist and exotic fruit merchant, and participated in three local elections before becoming mayor for the first time in 2015. The first time he obtained only 28 votes in 2005 and in the third he won more than 3,000 votes in his favor, he stated in a promotional video.

The rise of Ramos Lázaro in Chahuites, which borders the State of Chiapas and is about 300 kilometers from the border with Guatemala, was marked by a strong xenophobic discourse and the promise to close an immigrant shelter, to whom he blamed insecurity in the town.

The triumph of Ramos Lázaro, which was championed by the Citizen Movement coalition, the Party of the Democratic Revolution and the National Action Party, drew the attention of national and international media.

The murder occurs almost a year after the murder of activist Modesto Valdivia, who had denounced Ramos Lázaro for illicit enrichment and corruption.

Valdivia had met, local media reported, with the Financial Intelligence Unit to deliver a file with the alleged mismanagement of the municipal president.

“I am prepared for everything;

Ramos Lázaro visited an ejido last Monday and still had public events this week.

In the last two years, three other mayors have been assassinated in Oaxaca, more than in any other state in the country, according to journalistic follow-ups.

Alejandro Aparicio, from Tlaxiaco, was shot dead;

Carmela Parral, from San José Estancia Grande, was killed after an ambush, and Arturo García, from San Felipe Jalapa, was executed.

All were assassinated in 2019. In 2018, the last federal elections, 774 attacks against politicians were registered, according to the Etellekt consultancy and 48 candidates and pre-candidates were assassinated, according to a Senate report.
