The People's Assembly discussed today, during its tenth session of the second regular session held under the chairmanship of Hammouda Sabbagh, Speaker of the Council, the performance of the Ministry of Local Administration and Environment and issues related to its work.

At the beginning of the session, the Minister of Local Administration and Environment, Eng. Hussein Makhlouf, confirmed that the organizational and functional structure in the public administration in the ministry had been completed and job description cards were drawn up, and later this would be applied to the administrative units. All procedures and services provided to citizens were engineered and organized to save time, effort and money for them while the discretionary authority was canceled. Minister Makhlouf stated that the ministry has implemented several service and development projects last year and up to date in cooperation with international organizations through the High Relief Committee, where 27 shelters and 6443 damaged homes have been rehabilitated, sanitation lines are rehabilitated, containers are secured, rubble and waste is deported, wells are dug, and water tanks are built in the liberated areas that he returned. Some members called for solving the problems of real estate surveying errors and securing alternative housing before demolishing any house within the organizational chart, solving the problem of removing common folks in the Akkar Plain, increasing the number of popular markets, focusing on reconstruction projects and servicing the liberated areas to facilitate the return of their people, increasing interest in environmental projects, digging wells in the Hasaka governorate, and resolving The problem of mixing drinking water with sewage in a number of areas.

A number of members pointed to the need to pay attention to cleanliness in cities, address the situation of garbage dumps and establish retaining walls in the heights to prevent soil slides and light the streets in the governorates, work to install temporary workers, reconsider the building control system in the administrative districts of Aleppo governorate, and create a municipality in the village of Harfa in the Damascus countryside.

Some members called for solving the problem of power outages in some citizen service centers, reviewing the mechanism for appointing the heads of neighborhood committees and mayors, solving the problem of shortage of cadres in the directorates of real estate interests, and supporting administrative units with fire trucks.

In his response to the interventions, Minister Makhlouf affirmed that the ministry is working hard to fulfill its duties within the capabilities available to it in supporting the administrative units in the governorates with the necessary mechanisms and providing them with cadres to improve the reality of services, indicating that the amendment of Decree No. 40 of 2012 related to construction violations has been studied more than once with the aim of framing these violations. Which were inventoried and counted, but their owners could not settle their situation.

Minister Makhlouf revealed that all organizational plans are being evaluated in all governorates, as they will be rehabilitated and developed on modern bases while preserving the rights of real estate owners, pointing out that a project for street lighting in the governorates has been initiated through 10,000 devices relying on renewable energy in cooperation with international organizations.

He pointed out that compensation for the damages resulting from terrorist attacks is on the ministry's list of priorities, in addition to the rehabilitation of infrastructure in the liberated areas, in a way that guarantees the return of the displaced, explaining that the issue of exempting those wishing to restore their homes from building permits has been studied by the Council of Ministers and discussed in the People's Assembly Services Committee and we are on our way To pass legislation in this regard.
