The owners of the new Kwai Fong Gardens were dissatisfied with the MTR’s two increases in management fees within eight months, by as much as 12%. At the end of last year, they launched a roaring operation by the window. The district councillors went to MTR’s Kowloon Bay headquarters today to protest against the increase in the fees for the epidemic. Affected by the gathering order, only two district councillors participated in the event. They later sent a petition to the MTR and dispersed.
Kwai Tsing District Councillor Tang Hao-man said that the new Kwai Fong Garden is a property above the MTR Kwai Fong Station and has been managed by the MTR. The new crown pneumonia epidemic has already caused complaints to residents, but MTR ignores the current economic environment and adds it in May this year. The management fee was announced at the end of last year and specified that the management fee will be increased on January 1st of the year. The two increases totaled 12%. Take a unit with a usable area of more than 400 square feet as an example. The management fee was increased from 1050 yuan to 1180 yuan, and the increase far exceeded inflation.

Residents gathered 5% of the property rights to call the owners' meeting and was rejected
In addition, some owners have obtained more than 5% of the shares and asked the MTR Corporation and the owners' committee to convene a special meeting of owners, but the MTR Corporation and the owners' committee twice refused to hold the meeting.
The owners’ representatives criticized the MTR for ignoring the plight of the residents and deaf to the owners’ inquiries.
To express dissatisfaction, Mr Tang, who is a member of the monitoring and management group of the new Kwai Fong Gardens and Kwai Tsing District Councillor Wu Jiansheng from the Democratic Party, arrived at the MTR Kowloon Bay Headquarters today with banners and slogans to protest, during which they showed "Poor MTR Property Management" "The epidemic must be added" banners, constantly explaining to the people on the scene the reason for the operation. About ten minutes after the incident was disturbed, a MTR representative accepted the petition letter, and the operation ended immediately.

The Democratic Party’s Kwai Tsing District Councillor Tang Hao-man believes that under the current severe epidemic, MTR should shoulder the social responsibilities of public institutions and tide over the difficulties with the owners. It requires the MTR to immediately freeze management fees and waive the manager’s remuneration. Publicly explain to the owners the criteria for setting management fees. The current practice is blatantly illegal and unacceptable.
The Democratic Party member of Kwai Tsing District, Wu Jiansheng, asked the MTR to undertake to cooperate with the establishment of an Owners' Corporation and an expenditure reduction team to monitor the finances of the housing estate.
