The Education Bureau recently issued a notice to all schools in Hong Kong, announcing the framework of the national safety education curriculum. Primary and secondary schools cover eight areas.
The Director of the Education Bureau Yang Runxiong said that elementary schools need to be aware of crimes related to the Hong Kong National Security Law, and schools have the responsibility to let students understand "national security."
Many foreign media have reported the incident. The Wall Street Journal published a report titled "Hong Kong Instructs Primary School Students to Take National Security Courses", mentioning that Hong Kong school children have been arranged to study national security since the age of 6, reflecting China's intention to strengthen control of young people thought.
In addition, "Bloomberg News" described in its report that this is the biggest move by the SAR government in reforming the education system since the anti-revision demonstration in 2019.
Yang Runxiong said that establishing the concept of national security from elementary school can train students to consciously take the responsibility of safeguarding national security, allowing them to understand national identity and national scope.

In an interview with the Financial Times, Tian Fangze, the vice chairman of the Education Association who is a general education teacher, also described the national security education curriculum framework as "extremely thorough" and believed that the government did not trust schools and undermined the teacher-student relationship.
After attending the Legislative Council meeting yesterday (5th), Yang Runxiong said that establishing the concept of national security from elementary school can train students to consciously take the responsibility of safeguarding national security, allowing them to understand national identity and the scope of the country.
Regarding the reform of the Liberal Studies curriculum framework, Yang Yunxiong said that it is absolutely normal for new subjects to have national education elements, because understanding the development of the country, Hong Kong's constitutional status, and cultivating national identity have always been the purpose of the primary and secondary school curriculum.
As for whether the new subject is called the "National Education Subject", Yang Runxiong only said that he is currently consulting the community, and there is no final decision.
