In his first major foreign policy speech, Biden announced that he will keep the 11,900 US troops in Germany that Trump intended to withdraw from the 34,500 stationed there.

Hours later, the State Department said that it will revoke the inclusion of the Yemeni Houthi rebels on the list of terrorist organizations approved by Trump a few days ago.

In this way, Riyadh receives an unequivocal signal that it does not have carte blanche to act in a conflict where serious human rights violations have been reported.
