Israel to countries around the world: Send a "discreet message" to the prosecutor in The Hague not to advance the investigation
In a classified telegram sent to Israel's ambassadors around the world, they were asked to persuade the "highest echelons", who would put pressure on the plaintiff in the International Criminal Court not to prioritize the case regarding Israel.
The ambassadors were also asked to convey a message that the opening of an investigation "would create an ongoing crisis between Israel and the Palestinian Authority."

Israel plans to contact dozens of countries around the world in the next day and ask them to send a "discreet message" to prosecutor at the International Criminal Court Bug, Pato Bensuda, requesting that it not advance the opening of an investigation against Israel on suspicion of war crimes, two senior Israeli officials said.
The Foreign Ministry today (Sunday) sent a classified telegram to dozens of Israeli embassies around the world, with instructions for action regarding the ruling of the judges of the International Criminal Court in The Hague from last Friday.
According to the ruling, Palestine is considered a state and therefore the plaintiff has the authority to open an investigation into alleged crimes committed in the West Bank, Gaza Strip and East Jerusalem.
Senior officials noted that the telegram was defined as urgent, and included a directive that the embassies should be opened exceptionally this coming Sunday, and that the heads of the embassies should be called to be updated on the contents of the guidelines and to act immediately with the highest echelons.

In the telegram, the ambassadors were asked to ask the foreign ministers or prime ministers of those countries to issue public statements, in which they object to the decision of the judges of the Hague tribunal and their determination that Palestine is considered a state.
So far, only the United States and Australia have issued such notices.
Senior officials noted that the telegram included another and particularly sensitive directive - to encourage states to exert political pressure on the plaintiff in court.
"We request that (the states) send a discreet message to the plaintiff not to promote or prioritize this case," the telegram read.
It was also written that the states should be asked to clarify to the plaintiff that Israel is not a member of the court in The Hague, and therefore no action should be taken against it.
"An investigation will create an ongoing crisis between Israel and the PA."

In the telegram, the ambassadors were asked to convey to the highest levels in the countries where they are located another message, according to which if an investigation is opened against Israel, "it will create an ongoing crisis between Israel and the Palestinian Authority, which will not allow any political progress between the parties."
Israel's ambassadors were also asked to state that Israel is interested in opening channels of communication with all countries that will focus on the issue of the Hague Tribunal, and to state that Prime Minister Benjamin Netanyahu is expected to send a personal letter to his counterparts in those countries.
In addition, Netanyahu and Foreign Minister Gabi Ashkenazi are expected to hold telephone talks on the subject with several prime ministers and foreign ministers of major countries around the world.
