Defendant Lei Qitian (33) was charged with one count of possession of offensive weapons in a public place, alleging that he possessed a device capable of emitting laser beams near Ngau Tau Kok Road Playground on October 13, 2019.

The prosecution first summoned the commander responsible for the dispersal that day, the police chief Lin Huaming, to testify in court.

Lin said that at about 3:15 pm that day, he received a radio notification that rioters had gathered near Yuminfang. He and his team members took a police car to the scene to support, but after arriving at the scene, they found that the demonstrators had dispersed.
