The head of the IDF's Intelligence Division, Major General Tamir Heiman, reveals that a change in the method of working in units that collect information coming to the research division has led to a jump in the number of criminal targets and a leap in intelligence capabilities. How the "Fifth Element" program, led by General Heiman, is changing the surface. 

In the past, the intelligence department worked according to organic units - 8200, 9900, 504 and more, which were collections of information that came to the research division.

Today, as part of the "Fifth Basic" program, the Division has established multidisciplinary bases aimed at an operational operational sector - which include all the units of the Division.

The National Security Agency clarifies that the change is organizational-application and not just a perceptual change. It is based on the understanding that the physical disconnect between the researcher and the collection in the various systems impairs the quality of the intelligence product, along with the understanding that the intelligence department is an information-rich organization. Accessibility to the consumer is a necessary condition for its success. 

'The multidisciplinary organization is designed to turn a common practice into an organizational norm.

"In the process, I realized that over the years, whenever the Armed Forces encountered a complex issue (intelligence or operational), it found that a multidisciplinary connection between centers of knowledge in gathering and research produces significant insights and solutions that are not given in a disciplinary organization," explains General Heiman.

"We set out on a path of change whose purpose is to establish mission-oriented permanent organizations, combining and connecting all the capabilities of the Armed Forces (Signet, Vizint, Yumint) with the research bodies in arms, commands and the General Staff. The combination of forces allows for an efficient and short circuit for a clear operational purpose."

The head of the Armed Forces also describes the process of turning the idea into practice on the ground: "Naturally, change requires experience and friction.

We set up the first pilot in the target arena.

Designed to integrate research, collection and technology personnel for the purpose of increasing target productivity through advanced information processing tools.

At the same time, we established the Adan (Deployed Security Service) - a multidisciplinary organization at the division level that brings all of AMN's collection capabilities to the intelligence departments in the field. The experiences have proven the claim that joint sitting and the use of advanced technological infrastructure increase productivity and improve Product Quality We analyzed the lessons and completed an in-depth learning process, at the end of which we inaugurated the first multi-master base in the south of the country. 

The base consists of heterogeneous teams of research officers and collection officers divided according to the chief missions defined by the chief of staff - exposing the enemy and denying his capabilities in centers of gravity. The research and those sitting in multi-intelligence bases produces an "intelligence whole" that combines tactical-operational intelligence with a strategic framework for operational purpose.

Another advantage of the combined organization is that its establishment accelerated the process of building a technological power and the establishment of a single information and digital knowledge enterprise at the National Security Agency.

After a number of organizations, it can be said that the change in perception led to success.

The head of the Armed Forces explains that this was due, among other things, to technological maturity.

In the last year and a half, there has been a significant leap forward in the way in which AMN handles copy data, artificial intelligence-based processing and its implementation through advanced applications. "

In addition, there is also a perceptual maturity that has led to change.

"Purpose-oriented heterogeneous teams are a multiplier of intelligence and operational power. All the organizations that have been established and those planned to be established in the coming year serve the IDF's concept of victory - exposing the enemy and denying its capabilities in the centers of gravity."

According to the head of the Armed Forces, the change is already evident on the ground: "It is already possible to point to a dramatic change in reality - an increase in the scope of criminal targets, a leap in the combatant's intelligence capabilities in the concept of 'smart space' in defense and combat (intelligence-enriched warfare), and intelligence products. Which more clearly combine factual information and in-depth insights at all levels.

These changes will intensify when we complete the establishment of organizations in all the spatial divisions and complete the establishment of multi-intelligence bases for all the IDF arenas and areas of operation.
