According to the source, 11th-12th grades were removed from the outline following the insistence of the Ministry of Health.

The Corona Cabinet ruled last night that the education system will remain closed until at least Thursday, four days after the end of the third closure.
As of this stage, no outline has been approved for a reopening of the education system, and even after such approval is given, the directors of the educational institutions will need a few days of preparation time.
The decision was made after consultation with senior government officials.
Sources in the Ministry of Health have expressed opposition to opening the education system in red and orange cities, which constitute about 75% of the total system, claiming that the outline is not applicable.
