Hervé Morin will sign François Bayrou's letter on Wednesday but, before sending it himself to Emmanuel Macron, he will add two nuances: he prefers the parliamentary route rather than the referendum route and he strongly hopes that this reform does not prevent not the country to initiate a major overhaul of the organization of public authorities via a much more assertive decentralization.

He wants Emmanuel Macron to initiate this reform which was a campaign promise but also the fruit of their political alliance.
