Slowly, the European recovery plan is being put in place.
A new step has just been taken with the green light from the European Parliament for the creation of the central instrument of the plan, setting the rules for the payment of 672.5 billion euros (out of the total amount of 750 billion).
The stage is technical but essential.
Eight months after the political decision, it will allow the publication of the text defining this “Facility for resilience and recovery” in the
Official Journal
of the Union.
Thus giving it legal existence.

The legislative odyssey is far from over, however.
The parliaments of each of the Member States must also vote in favor of the mechanism.
This is done for six countries (including France) and elsewhere the procedures should be finalized in April.
Two procedures worry.
The Polish, which threatens to drag on until June, and the Hungarian, which has not even been launched.
The first payments (13% of the grants) are postponed at least
