The current definition of "animal" under the Ordinance covers any horse, cow, donkey, mule, sheep, pig or goat, but does not include cats and dogs.

The Food and Health Bureau said that after public consultation, it proposed to amend the "Ordinance" to expand the scope of "animals" in the ordinance, requiring drivers to stop when they hit a cat or dog.

According to the authorities, the number of cats and dogs kept by the public has been increasing in recent years, and their risk of getting injured in traffic accidents due to loss has also increased. Accidents involving cats and dogs being hit by vehicles and injured or killed have also occurred from time to time. After the case, cats and dogs injured in traffic accidents can be treated in time, and animal welfare can be strengthened.

The Ordinance currently stipulates that if a vehicle accident occurs and an animal is damaged, the driver must stop.

The driver must also provide personal information including name and address to any police officer or anyone who has reasonable grounds to make a request. Otherwise, they must report to the police as soon as possible and not later than 24 hours after the accident.

If the driver fails to stop after the accident, he may be fined RMB 10,000 and imprisoned for 12 months; if he fails to provide personal information and reports to the police within 24 hours after the accident, he may be fined RMB 15,000 and imprisoned for 6 months.
