In the Council of Ministers, Wednesday, the president declared that this debate must be carried out.

And for good reason, since it is a campaign promise.

According to her, the mayor of Pau wants to remember the president's good memory, remind him that he exists and that he intends to be recognized in his requirement of proportionality.

“Basically, this is the promise that Emmanuel Macron made in exchange for supporting the presidential election.

recalls the deputy LR from Doubs.

She underlines that today the Head of State

"has lost the absolute majority in the National Assembly and (that) he has a pressing need for the Modem to end his five-year term".

It turns out, however, that the said promise was prior to an agreement with the president of the MoDem, since the candidate Macron proposed

"the principle of proportionality"

in October 2016.

"No doubt he had anticipated that it was one of the conditions for the rallying of François Bayrou",

still defends the president of the national council of LR.

Patrick Mignola, the boss of MoDem deputies, has tabled a bill to

"introduce a dose of proportionality during the legislative elections"

with the support of part of the political class, with the exception of the PS, which judges the calendar too tight, and LR, totally unfriendly.

"The Republicans are very attached to the majority vote",

insists Annie Genevard, because

"it is a ballot which imprints the Fifth Republic and which gives the majority the latitude to govern".

She does not budge,

"it is a significant dose of proportionality that can substantially modify French political life, which would still affect one in four constituencies".

Pointing to a risk of instability within the Assembly, the deputy LR du Doubs is affirmative:

"This plan does not convince us absolutely, we are resolutely opposed to it, we will oppose this bill."

further denounces the Deputy President of the Assembly.

Above all, she judges that at the end of a five-year term

"so tumultuous, difficult, where promises have not been kept, where anger is roaring everywhere on a lot of subjects, the introduction of such a significant part of proportionality is not likely to calm the political debate ”.

The Republicans line is clear,


she said, it is fundamental to have majorities to govern, essential for stability and the appeasement of anger.

“We have an idea of ​​what the introduction of such a significant dose of proportionality would give when we see how the functioning of the Assembly has evolved,” she

analyzes, regretting the time when the bipartisanship resulting from the cleavage left-right reigned in the Assembly.

"Today, you have a break-up into more than ten groups, a record under the Fifth Republic, with contingency agreements."

“This is precisely what we don't want.

To govern the country effectively, we need clear majorities, which proportionality is not able to provide, ”

she concludes.
